Foreign Enterprises Need To Pay Export Duties According To The Regulations.

A few days ago, the General Administration of Customs issued the Announcement No. sixty-first of 2007. The notice pointed out that, except for goods that can be exempted from export duties by laws and regulations, customs duties will be levied on customs products exported by foreign invested enterprises.

It is understood that China has implemented preferential import and export tariff policies for foreign invested enterprises for a long time. It has stipulated that foreign invested enterprises export their own products and exempted export tariffs in addition to restricting export commodities or otherwise stipulated by the state.

However, from the end of last year to the first half of this year, more and more "two high and one capital" products have been included in the scope of Taxation due to frequent adjustment of the export tax commodity range, and quite a few foreign invested enterprises are engaged in the production of such products.

Therefore, the export duties should be levied on the taxable goods of the above foreign invested enterprises, which has become the focus of controversy among all parties concerned.

To this end, by the Ministry of Finance and the Ministry of Commerce agreed, the General Administration of Customs recently issued a formal announcement to be clear.

Some experts said that the customs action is conducive to further inhibiting the export of "two high and one capital" products in China, and also conducive to fair competition between domestic and foreign enterprises in the field of commodity exports.
