In accordance with the provisions of the regulations on electricity supply and consumption of the whole country, the two sides have fully negotiated with the two sides of the supply and use power, so as to conclude this contract in order to abide by it.

4. the power pmission, pformation and distribution facilities invested by the electricity supplier shall be established after the completion of the pmission. 5. the electricity supplier proposes to reduce the electricity consumption. The power supply side should retain its original capacity according to the deadline mentioned by the electricity supplier. The maximum retention period should not exceed that of the year.
When the electricity is resumed during the retention period, the fee will be paid again; when the electricity demand exceeds the retention period, it will be processed according to the new installation and expansion procedures.
According to the capacity of the pformer, the power users must stop the operation of the whole pformer or the whole pformer.
All the basic electricity charges shall be delivered regardless of whether the power provider has applied for electricity recovery from the date of the expiration of the temporary suspension.
6. the electricity supplier should change the electricity consumption character, change the name of the household, reduce the electricity consumption, suspend or stop the electricity consumption, move the meter and pfer the electricity consumption address, all of which should be handled by the power supplier in advance.
When electricity is stopped, the electricity bill should be cleared.
When the power point is changed when the power address is pferred, the new location is handled according to the new power consumption.
The third design, installation, test and power connection.
1. the design, installation and testing of the new installations, installation or modification of electrical installations shall comply with the relevant national standards. The state has not yet formulated the standards, and shall comply with the regulations and regulations of the state power departments or the power departments of the provinces or autonomous regions or municipalities directly under the central government.

If the electricity supplier changes the design, the change plan should be handed over to the power supplier for examination.
After the installation is completed, the power supply side shall provide the high-voltage electrical equipment test and the relay protection device setting record, and check by the power supplier until it is qualified.
3. reactive power should be balanced locally.
The power supplier should design and install reactive power compensation equipment on the basis of improving the natural power factor of the power supply, and make sure that the load and voltage changes can be timely input or resected to prevent reactive power pmission.
The power factor of the power supplier should be as follows: 1.
(1) the industrial and high voltage power supply of high voltage power supply is equipped with a load adjusting voltage device, and the power factor is more than 0.90;
(2) other 100 thousand volts (kilowatts) electricity consumption (including large and medium-sized power irrigation and drainage stations), the power factor of more than 0.85;
(3) wholesale and agricultural electricity with a power factor of 0.80.
4. the electricity supplier shall apply for electricity consumption index before power supply, and sign a power supply contract (or agreement) with the power supplier on the supply mode, installation capacity, power consumption time, property right division, dispatching, communication, metering method and tariff collection, etc., and the power supply party can install the meter to receive electricity.
5. the impact load, the asymmetrical load and the rectifying power consumption on the power supply quality and safety and economic operation of the power suppliers should be taken to eliminate the influence by technical measures, otherwise the power supply will not supply power.
Fourth safe electricity consumption
1. the planned overhaul, calibration and test work of the power supply side should be arranged in a unified way. It is necessary for the power supplier to have no more than 35 thousand volts per year during the power outage, and 10 thousand volts each year should not exceed three times.
Power failure should be notified 7 days before planned maintenance.
2. the electricity supplier shall regularly inspect, overhaul and test the electrical equipment and protective devices to prevent the occurrence of electrical equipment accidents; the electrical equipment of the electric power shall be immediately overhauled when endangering the safety of the personnel and operation; the power supply side of the multi-channel power supply shall install the chain device, and carry out the dispatching operation according to the agreement signed by both parties; the self provided generator set shall be filed with the power supplier, and security measures shall be taken to prevent the power supply from being sent back to the power grid when the power grid is out of power.
When an electric shock is caused by an electric shock, the main electrical equipment is damaged and the power grid is cut off due to power failure, it shall report to the power supplier immediately, and the accident analysis report shall be submitted within the day of the accident.
3. the mode of relay protection between the power users and the power system should cooperate with each other and set up and check according to the relevant regulations issued by the competent department of the state.
The relay protection device set and sealed by the power supplier and the setting value of relay protection stipulated by the two circuit and the power supply side shall not be changed by the electricity supplier.
4. the power supply side shall supervise and inspect the safe use of electricity by the electricity supplier, and actively assist the relevant departments in charge and the power providers to do well in the technical training and management of the electricians, and carry out regular safety assessment.
Fifth planned electricity consumption
1. the electricity supplier should regularly submit applications for planned electricity consumption indicators, including: production tasks during the planning period, electricity consumption quota per unit product, required electricity consumption, maximum power load, production shift and energy conservation measures.
2. maintenance of electrical equipment should be arranged in dry season as far as possible.
3. the power supply side and the power supplier shall obey the unified dispatching of the power grid, and supply and use electricity strictly according to the index.
The power supply side should conscientiously implement the principle of "who exceeds the limit" and "super use deduction".
Sixth saving electricity
1. the electricity supplier should regularly compile a plan for economizing on electricity and complete the task of saving electricity. The power supply side should supervise, inspect and help the power users to economize on electricity.
2. the electricity supplier should actively adopt the technical measures to economize on electricity and promote effective saving experience.
Therefore, the "three power" office shall not reduce its electricity consumption index, and the power saving measures adopted by the State shall be included in the plan for saving electricity and put into operation.
If the power provider fails to use the "three power" office, it can deduct the electricity consumption index accordingly.
3. the power supply side and the electricity supplier should strengthen the management of non production electricity, cancel the package and fee system for household electricity consumption, and all pay the electricity according to the actual electricity consumption.
The use of non productive electric furnace should be approved by the power supply bureau.
Seventh maintenance management and property rights demarcation
1. the maintenance and management scope of the power supply side and the electrical side of the electricity supplier is divided according to the dividing point of the property rights. The principles are as follows:
(1) low voltage power supply, the final support of the power supply line is the dividing point, and the support is the power supply side.
(2) high voltage power supply with 10 thousand volts or below shall be divided into electricity pmission lines or the first circuit breaker or inlet bushing in front of the distribution room.
(3) high voltage power supply of 35 thousand volts or above shall be demarcation point outside the power grid or the first base pole outside the substation.
(4) the property right belongs to the line of the electricity supplier, with the branch point or the first base pole outside the power supply pformer substation as the dividing point.
2. the power supply and utility equipment that the power supply side and the power supplier divide and maintain and manage shall not be operated or changed without the consent of the units in charge.
If a person has to operate or change due to an emergency, he shall promptly notify the unit.
3. when the power supply side is in need of engineering construction or line maintenance, users should be given convenience when using electricity to dig walls, dig trenches, dig holes, patrol lines, etc., and the power supply personnel shall abide by the relevant security system of the power users.
The power supplier shall be authorized by the power supply side to work in the equipment area maintained by the power supplier.
After completion, all of them should be repaired in time.
Eighth electricity metering and charging
1. the purchase, installation, movement, replacement, calibration, dismantling, sealing and unsealing of the billing meter and its accessories are handled by the power supply provider.
The complete set of equipment for the high-voltage electricity side is equipped with a self provided watt hour meter and its accessories. After being approved by the power supplier and qualified, it can be used as a billing watt hour meter and handle the pfer of fixed assets without compensation. The power supplier shall be responsible for the maintenance and management during the power consumption, and then the assets shall be pferred to the public without compensation after the electricity is used.
The billing meter installed at 63 thousand volt and above metering points should use the special two circuit of the pformer. The charging meter installed below 63 thousand volts should set up a special pformer, which can not be shared with the protection, measurement and other circuits.

2. the kilowatt hour meter should be installed at the boundary of the property right, and the active power, reactive power loss and line loss of the pformer shall be borne by the property owner.
3. the electricity meter shall be responsible for the custody of the kilowatt hour meter and its accessories installed by the power supplier. If it is damaged or damaged due to the liability of the electricity supplier, it shall pay for or repair the cost.
When the meter is needed due to power consumption, the electricity charge will be borne by the electricity supplier.
4. when the electricity supplier requests to check the billing watt hour meter, the power supplier shall handle it as soon as possible. The person who has passed the inspection shall receive the calibration fee.
When the power side still has objections to the calibration results, the power supply side can be required to measure the supervision authority to the state metrology Bureau for processing.
The supply side shall receive repair and calibration and charge for the separate meter supplied by the electricity supplier.
