EU Import And Export Regulations
The European Union is made up of 15 developed countries in Western Europe: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Italy, Republic of Ireland, Luxemburg, Holland, Portugal, Spain, Sweden and the United Kingdom. All EU member states adopt a consistent trade policy to free imports of goods. Only a few cases are required to apply for import visa procedures, such as meeting the relevant EU trade agreement provisions and matching the needs of individual importing countries.
According to the EU's new technical coordination plan, some products must meet specific quality standards. For details, please refer to the website: http://www.newapproach.org/. The directive is applicable to toy safety, machinery, electromagnetic compatibility, telecommunication terminal equipment, active pplant medical devices, medical devices, non automatic weighing equipment, building products, explosion proof electrical equipment, low voltage electrical equipment, simple pressure vessels, personal protective equipment and gas appliances. Qualified products must be accompanied by a CE logo to indicate compliance with the standards. The logo is affixed to the product by the manufacturer or importer, and the product is certified in the form of self declaration.
Manufacturers must pay attention to the EU's product liability law. The scope of protection of the law is the product defect which consumers usually do not expect, and stipulates that the manufacturer and seller of products in the EU shall bear legal liability.
Since May 1, 1998, Hongkong has not been favored by the EU's preferential tax system. However, some products originating from the mainland of China still enjoy preferential tariff preferences in the EU. However, the Chinese mainland product shipped through Hongkong must be accompanied by the "no reprocessing certificate" to show that it is not available for further processing in Hongkong. The "no reprocessing certificate" was issued by the China Inspection Company Limited (Tel: 25031988).
Products exported to the European Union must pay the relevant import tax (usually on the CIF of imported products), and the value added tax should be paid according to the provisions of different importing countries. In terms of standard VAT rates, Austria is 20%; Belgium is 21%; Denmark is 25%; Finland is 22%; France is 20.6%; Germany is 16%; Greece is 18%; Republic of Ireland is 21%; Italy is 19%; Holland is 17.5%; Portugal is 17%; Spain is 17%; Sweden is the second; Britain is the champion.
The European Union has imposed emergency control on the anoretus beetles, which are stored in wooden packaging materials originating from the mainland of China. Since June 10, 1999, all the goods shipped from the mainland of China (including p shipment through Hongkong) have been affected by this new measure. The European Commission has submitted a draft proposal to revise the EU directive 76/769/EEC on the prohibition of the use of azo dyes. The suggestion is to ban the use of azo dyes, including clothing, bedding, towels, shoes, wallet / wallet, briefcase, seat covers, toys, etc. The revision of the directive marks a big step in the European Union's efforts to ban azo dyes and products containing azo dyes exceeding the required standard. The directive recommends the adoption of German testing methods. EU members currently prohibited from entering azo dye products include Holland, Austria and Germany.
The European Union announced that its environmental labeling scheme has been further developed and is now suitable for 219 products. In particular, shoes, textiles and personal computers must be accompanied by environmental labels. If exporters want to sell to the member states of the green label scheme, they must urge suppliers to strictly abide by the EU's environmental protection production methods so as to meet the requirements of environmental protection signs. For exporters in Hong Kong, before they are shipped to the European Union, it is advisable to find out whether the manufacturing methods of the products comply with the criteria for environmental labeling. In terms of environmental protection, manufacturers must comply with the packaging and Packaging Waste Directive. The directive specifies general standards for waste recovery and recycling. Products exported to the European Union should minimize the use of packaging materials.
The EU directive establishes the principle of product liability, stipulates that consumers are injured if the products are defective, and the fault lies in the producers. This principle applies to all agricultural products and consumer goods containing movable parts. Consumers who are injured by product defects shall have the right to recover damages within 3 years from the date they perceive the injury, know the defect of the product and the identity of the producer. The producers, importers and retailers of the product shall be responsible for the damage and compensate the victims.
Since July 1, 2000, the European Commission has banned the import of cosmetics that are tested on animals. In addition, the European Union will ban all animal testing of cosmetic ingredients after three years of implementation.
