1988年3月13日上海市政府頒布《上海市關(guān)于閔行、虹橋經(jīng)濟(jì)技術(shù)開發(fā)區(qū)外商投資優(yōu)惠規(guī)定》，規(guī)定凡開發(fā)區(qū)內(nèi)的外商投資企業(yè)，除享受國家和上海市規(guī)定的優(yōu)惠待遇外，還可以享受本規(guī)定的優(yōu)惠待遇：開發(fā)區(qū)內(nèi)外商投資的生產(chǎn)性企業(yè)，在1995年底以前免征地方所得稅；外商投資企業(yè)在開發(fā)區(qū)自建或購置的房屋，從建成（購置）月份起，免征5年房產(chǎn)稅；開發(fā)區(qū)內(nèi)外商投資企業(yè)，按規(guī)定納稅有困難的，經(jīng)企業(yè)申請(qǐng)，稅務(wù)機(jī)關(guān)批準(zhǔn)，可給予減征或免征工商統(tǒng)一稅；對(duì)開發(fā)區(qū)內(nèi)的外商投資企業(yè)，有關(guān)單位確保提供生活經(jīng)營(yíng)所需的水、電、煤氣、運(yùn)輸條件和通訊設(shè)施等，并按當(dāng)?shù)貒鵂I(yíng)企業(yè)收費(fèi)標(biāo)準(zhǔn)計(jì)收費(fèi)用；對(duì)開發(fā)區(qū)內(nèi)的外商投資企業(yè)在生產(chǎn)和流通過程中需要借貸的短期周轉(zhuǎn)資金，經(jīng)開戶銀行或其他金融機(jī)構(gòu)審核后，確保貸放，必要的信貸資金優(yōu)先貸放。
