Jiangsu and Zhejiang have begun to formulate plans for the construction of municipal sewage treatment facilities. Jiangxi, Guangxi, Hubei, Liaoning and other provinces (regions) are comprehensively promoting the construction of a sewage treatment plant in a county.

In some places, due to the lack of operating funds, pollution control facilities have become "Sun basking" projects; some sewage treatment plants have stolen sewage and become new sources of pollution in order to make money; others are unable to meet the discharge standards due to the lack of technology and management.

As the operation is not normal, pollution control facilities have not only played the role of emission reduction, but also caused great economic losses.

Pollution abatement is like sailing against the current.

At present, China's extensive economic growth mode has not yet been fundamentally reversed. The proportion of "two high and one capital" enterprises in the industrial structure is still very large, and the pressure of pollution reduction is still very large.

While continuing to promote structural emission reduction and engineering emission reduction, ensuring the normal operation of pollution control facilities is particularly important and urgent for consolidating and expanding the achievement of emission reduction.

Since last year, Henan, Anhui, Hebei and other places combined with their specific conditions have established the idea of ensuring the normal operation of pollution control facilities as the focus of emission reduction.

In view of the fact that a large number of pollution control facilities have been built in a short time, ensuring their normal operation has become a prominent problem affecting the progress of emission reduction.

Pollution control facilities throughout the country are actually a fortress of pollution reduction. Keeping these forts and giving full play to their functions is the key to win the battle of pollution reduction.

This year is the decisive year for the completion of the 11th Five-Year emission reduction task. All localities should strengthen supervision and inspection of pollution control facilities, expose publicly and implement severe penalties for illegal sewage disposal, innovate and implement economic incentive and restraint policies, establish long-term mechanisms conducive to the normal operation of pollution control facilities, actively introduce market mechanisms, improve operational efficiency of pollution control facilities, and establish and improve management systems, so as to provide system guarantee for long-term and normal operation of pollution control facilities.
