    The concept of low carbon city is rampant. When Baoding, Nanchang, Shenzhen, Dezhou and other places started to "run the first low carbon city in China", in March 2010, Wuxi's low carbon urban development strategy plan was approved by the expert group. The expert group of the planning demonstration group has Zhang Kunmin, deputy director of the former State Environmental Protection Bureau, vice president and chief engineer of China Environmental Planning Institute Wang Jinnan, and Cui Dapeng of the Chinese Academy of social sciences.

    The plan clarifies the specific goals of the five major areas in 2015 and 2020. Take the low-carbon industry as an example, by 2015, industrial carbon emissions will be reduced by 30% compared to 2005, and the proportion of renewable energy to total energy consumption will reach 15%.


    By 2020, industrial carbon emissions had dropped by 45% compared with 2005, and renewable energy accounts for 20% of total energy consumption.


    Wang Jinnan believes that many low carbon cities are actually just speculation. Most cities only take into account the green economy slightly and do not really have many moves from energy consumption.


    "The concept of low carbon city, like clean production in the past, does not have a fixed index system. At present, it is only a relative concept. Of course, it should be lower than the average level of energy consumption, and per capita energy consumption and GDP energy consumption must be taken into account," Wang Jinnan said.


    In addition, he also said that not only all of these energy indicators need to be checked, but also some special industries in some areas, such as chemical industry, cement, steel, and so on. Because of the lack of past carbon emission data, the establishment of low-carbon city index system will take some time.


    Low carbon is a great handicap in industries such as Wuxi.


    The first is the constraint of the energy supply structure. Wuxi's energy consumption has increased from 11 million 974 thousand and 700 tons of standard coal in 2003 to 21 million 947 thousand and 600 tons of standard coal in 2008, and energy consumption has doubled by 5 years. The energy structure of Wuxi is mainly coal, and the choice range of low carbon energy is very limited.


    The growth rate of carbon emissions in Wuxi is also very fast. In 2003, Wuxi only reached 32 million 140 thousand and 100 tons of industrial carbon emissions and reached 58 million 907 thousand and 400 tons by 2008.


    In addition, there is another characteristic of Wuxi's industry, that is, the concentration of industrial carbon emissions is relatively high. For example, the key carbon emissions industries in Wuxi are mainly concentrated in the five major industries, such as power and thermal production and supply, ferrous metal smelting and calendering processing, chemical raw materials and chemical products manufacturing, textile industry, non-metallic mineral products industry and so on. In 2008, the five industries accounted for 81.98% of Wuxi's total industrial carbon emissions.


    In the opinion of the planning expert, the above situation decides that the key to achieving carbon emission in Wuxi is to fully grasp the industrial spanformation and reform potential of the five major industries, such as electricity and metallurgy. Therefore, in June 15, 2009, Wuxi set up a "low carbon urban development research center", the first research organization specializing in low-carbon city construction in China, and carried out carbon footprint survey to find out the source of carbon emissions.


    According to the strategic plan for the development of low carbon cities in Wuxi, Wuxi hopes to establish six relatively low carbon systems in 2015: low carbon regulatory system, low carbon industrial system, low-carbon city construction system, low-carbon spanportation and logistics system, low-carbon living and cultural system, carbon sink absorption and utilization system, and achieve the goal of achieving the leading level of carbon dioxide emission per unit of GDP (gross domestic product).


    The Wuxi plan has identified several wooden blocks around low carbon cask. Such as low carbon agriculture, carbon sink, low carbon industry, low carbon spanportation, low carbon building, low carbon consumption and other key areas of development.


    First of all, low carbon agriculture. By the year 2015, Wuxi basically formed a low carbon modern agricultural ecosystem, and tried hard to control the emissions of agricultural greenhouse gases. The amount of fertilizer and pesticide application in agricultural production decreased by 5% on average in 2005.


    For the industrial city of Wuxi, the low-carbon industry is the short board of low-carbon city construction. By 2015, Wuxi hopes to build a number of low-carbon economy pilot parks and projects, initially build a low-carbon economy industrial system, and the total carbon emissions growth will be eased. The industrial carbon emission intensity will be reduced by 30% compared to 2005, reaching 2.075 tons CO2/ million yuan, the project energy saving evaluation rate will reach 95%, and the proportion of renewable energy to total energy consumption will reach 15%, so as to reduce the proportion of five high energy consuming industries in the economic structure by 20%.


    The higher goal of 2020 is to establish a better low-carbon city industrial system, and basically change the traditional economic development mode of high input, high energy consumption and high carbon emissions, so that Wuxi can become an ecological city, livable city and low-carbon city. Industrial carbon emission intensity decreased by 45% compared with 2005, and renewable energy accounted for 20% of total energy consumption.


    Transportation is also an energy consuming industry. Wuxi should also develop low-carbon spanportation. The plan determines that the annual average growth rate of per capita traffic carbon dioxide emissions in Wuxi should be less than 5%. If the average annual growth rate of carbon dioxide emissions per capita is 5%, and the total traffic carbon dioxide emissions of Wuxi in 2005 will be 2 million 922 thousand and 700 tons, the per capita traffic carbon dioxide emissions will be 0.6454 tons / person.


    The specific goal is to increase the share of urban public spanport from 22% now to over 28% in 2015, to over 32% in 2020, so that the average speed of the peak hours in the main urban area will increase from 20 km / h to 25 km / h in 2015, and 30 km / h in 2020.


    Building energy efficiency is also a heavy carbon reduction. Planning experts believe that if Wuxi implements the national building energy efficiency standard for new buildings, it will reduce the energy consumption to the current level by 30% to 40% below the existing building energy efficiency spanformation.


    Based on building energy consumption in 2005, in order to achieve 30% reduction in building energy consumption in 2015 and 45% reduction in building energy consumption in 2020, GDP energy consumption per unit of construction industry in 2015 reached 0.2740 tons of standard coal / 10000 yuan, and GDP energy consumption per unit construction industry reached 0.2153 tons of standard coal / million yuan in 2020.


    In addition, the new civil buildings in cities and towns all meet the national standard 50% energy conservation standard. In 2010, the newly built civil buildings were started to implement the standard construction of energy conservation design 65%. In 2015, the proportion of newly built civil buildings in implementing 65% energy saving standards reached 50%. By 2020, the proportion of newly built civil buildings in implementing 65% energy saving standards will reach 100%.


    To be completed in 2010, the construction area should be 10%, 2015 to 40%. In 2020, the building energy efficiency spanformation with high energy consumption buildings and poor thermal environment was basically completed.


    In addition, Wuxi will also establish a carbon emissions trading market. According to the plan, all enterprises in Wuxi take the year 2005 as the benchmark and determine the intensity of carbon emission by reducing the annual rate of 3%.


    From 2010 to 2013, Wuxi will establish a regional closed carbon trading market. It will officially enter into operation in 2013, and businesses can enter the trade. In 2015, a regional open carbon trading market will be established.


    Reporters learned that Wuxi will build a network based market trading platform, and registered users can conduct spanactions through the Internet. And allow enterprises with quota remaining to confirm the sale quota after examination.
