The 4 enterprises authorized by the State Post Office to issue the international express delivery business license are FedEx Express limited liability company, Sinop air cargo development Limited by Share Ltd, Henan orient Commerce International Freight Forwarding Co., Ltd. and Inner Mongolia de Mei multimodal pport limited liability company.

The 4 express companies have 101 branches.

According to the "postal law" and "express business operation permit management measures", the express business license system has been implemented since October 1, 2009.

In order to facilitate the enterprises to apply for the express business license and accept social supervision, the postal administration departments at all levels issue a notice through the government website to announce the operation process of the express business license, the relevant administrative document format and work requirements.

As of December 31, 2009, the national postal administration has received permission applications from 131 enterprises, involving 490 branches.

After receiving the business license of the express delivery business, the State Postal Administration adopts the written examination, telephone survey, on-the-spot check and coordination with relevant departments to check the qualification of enterprises and related materials.
