At present, in the face of the historical opportunities of large-scale aid construction, how can Xinjiang's "white" advantage resources seize the opportunity to achieve leaping development?
Three factors restrict the development of Xinjiang's textile industry
Xinjiang is located in the northwest border of China. It is a continental dry climate in the north temperate zone.
Most of the areas are oasis irrigated agriculture, with superior natural climatic conditions and abundant light and heat resources, especially suitable for planting cotton. It is an important production base for high quality upland cotton and long staple cotton in China.
In addition, the reserve resources of Xinjiang suitable cotton area are abundant, and the existing cotton fields are broad and flat, which is conducive to mechanization operations and can ensure large-scale cotton planting.
The annual output of cotton accounts for 1/3 of the total output of the country.
However, such excellent natural conditions did not bring up a group of strong textile enterprises in Xinjiang.
On the contrary, most of the former state-owned enterprises are losing money, and only one is left.
Xu Wenying, vice president of China Textile Industry Association and President of China Cotton Textile Industry Association, said: "although Xinjiang is a large cotton producing province in China, and the quality of cotton is good, it has an incomparable advantage in other regions.
But there are also three disadvantages that restrict its development.
First, there are only locally processed cotton products in Xinjiang, which have little potential for export to Europe and Western Asia. Therefore, Xinjiang's resources and products can only be pported to the Middle East market with great potential in China, but such long-distance pportation will undoubtedly cause this increase.
A large number of cotton and yarns are pported to Zhejiang, Fujian and Guangdong, which are very demanding provinces. Naturally, the price advantage will be lost.
Two, the technical strength of Xinjiang's textile industry is relatively weak, which is also a fundamental factor that causes Xinjiang's textile industry to delay its self strengthening.
Because the development of textile industry depends on talents through technological and technological progress, and Xinjiang lacks talents.
This is mainly reflected in the fact that the local students in Xinjiang have little employment in Xinjiang after going to university in the mainland. The technical personnel of the enterprises are mainly from the excellent employees cultivated in the enterprises and the graduates from local colleges and universities.
Their technological level is quite different from the technological level of the mainland enterprises.
Three, the industrial chain of Xinjiang textile industry is too short, most of the enterprises only stay in the initial stage of the industrial chain.
High quality cotton only produces 30-40 cotton yarns, which are expensive and inefficient. They can not be processed locally, and can only be pported to the mainland at long distance and high freight rates without competition.
Xinjiang's knitting industry, weaving industry, dyeing and finishing industry, clothing and home textile industry are underdeveloped, and it is difficult to form the advantage of scale industry chain.
Building opportunities to accelerate pformation and upgrading
Last year's textile industry adjustment and revitalization plan pointed out that the central and western regions should be encouraged to give full play to their resource advantages, actively undertake industrial pfer, develop textile and garment processing bases, form a regional layout with complementary advantages in eastern, central and western regions, and strictly prevent the pfer and expansion of low level production capacity.
We should strengthen cooperation between the mainland and Xinjiang and build high-quality cotton, cotton and cotton textile production bases.
Supporting large conglomerates to shift their industrial chain to Xinjiang's development and build an industrial chain with close links and coordinated development across the region, and build Xinjiang into a textile and garment export processing base based on the mainland for Central Asia and Europe, and a regional international trade center.
This undoubtedly pointed out a very clear way for the pformation and development of China's textile industry.
Xu Wenying said: "in the mainland, especially in the eastern part of the country, the relative surplus of production capacity, the change of investment environment and the increase of labor costs have become an indisputable fact.
The development of China's textile industry has reached a critical historical period of structural adjustment.
This large-scale national aid to Xinjiang has brought good opportunities for development.
It is hoped that the relatively mature textile and economic development provinces will mobilize local textile enterprises with strong strength to invest and build factories in Xinjiang.
We should increase investment in knitting, weaving, clothing, home textiles, printing and dyeing and industrial textiles. First, we should digest about 400000 tons of cotton yarn locally and form a complete textile industry chain in Xinjiang.
And then produce terminal textile products with high added value and earn more profits.
I do not agree with the guiding ideology of some leaders in Xinjiang converting all cotton into cotton yarn. If so, 1/3 of the cotton mills in the mainland enterprises will be closed because of no raw materials and the workers will lose their jobs.
It is possible to encourage mainland enterprises with industrial chain advantages to pfer the mainland's spinning capacity to Xinjiang, and build a new cotton mill with high level and automation in Xinjiang.
At the same time, the textile industry in Xinjiang also needs the help of intelligence, constantly improving the quality and technical level of the employees.
