    Punitive Status Of Workers

    2010/6/3 17:21:00 46

The news of the wage Ordinance, which is most concerned, is inconsistent.

It is reported that, in the coming year, there will be news that it will be difficult to introduce in the near future.

But in any case, the steps seem to be in full swing.

Researchers are sending to various places, and the official scholars are letting off steam. The people's daily put forward to avoid "three major misunderstandings" in solving the problem of income distribution. Xinhua's "lookout" weekly pointed out that the gap in income distribution is too large, which affects "social stability" and "consolidation of political power".

It is reported that the wage regulations under development are expected to incorporate such provisions as collective bargaining.

In fact, wage consultation is nothing more than a "spirit" before formulating specific measures.

When workers interact with enterprises in an individual capacity, the result may only be acceptance of conditions and negotiation is unlikely.

If workers negotiate wages in the form of collective bargaining, how this collective will be formed will be a major problem.

There are many data to prove that the existing labor remuneration system has serious problems, and the proportion of labor remuneration to GDP is declining. The data of the National Federation of trade unions (FTU) have dropped from 53.4% in 1997 to 39.74% in 2007.

This widely quoted data is denied by the research institutions of the Ministry of finance that the proportion of labor remuneration to GDP is underestimated.

But other scholars pointed out that according to the statistics of the Ministry of Finance in 2009, "10% of the well-off families in China account for 45% of the total property of urban residents", which can deduce that the average remuneration of ordinary workers actually accounts for only 23% of GDP.

It has also been pointed out that the Gini coefficient of China has crossed the internationally recognized warning line, and too much wealth can cause serious social conflicts.

Moreover, the poverty line determined by China is US $0.3 per person per day. If the standard recommended by the world bank is US $1.25 per day, the problem of poverty is actually very prominent.

For most people, labor remuneration is the only source of income.

The Seventeenth National Congress of the Communist Party of China put forward increasing the income of residents' property, but for many people, it is difficult for them to have property that can generate income. If they can not increase their wages, they will lose the possibility of increasing income.

To what extent should the government intervene in the price of labour?

Some people believe that the government's excessive involvement in the wages of enterprises may distort labor prices and not show the real market situation. The result is either nominal wage growth and inflation, or high real wages.

Others believe that it is necessary for the government to continuously raise the minimum wage standard, because this standard actually guides the average wage (it is said that the average wage of the workers will basically be two times the minimum wage), which is conducive to the fair distribution of the initial distribution.

There is a practical problem to note. There are a large number of unemployed people in China, and a large number of labors are eager to get jobs.

In this case, the labour market will tend to lower wages.

In the current situation, the wages of a worker can hardly be measured by how much money he gets, because a large number of workers are often asked to work overtime, overtime work has become a common phenomenon, and workers can only earn a seemingly healthy income through overtime work.

This overtime work reduces labor employment, exacerbates unemployment, and makes wage a much better looking data than reality, thus concealment the truth.

The real situation may be low to beyond imagination.

Another question is whether the comparative benefits of various professions are reasonable. This refers to the large income gap between ordinary workers and white-collar workers and gold collar workers in the same industry, and also the huge difference in wages between different industries.

Under the normal wage distribution system, higher risk or unpleasant work can get more remuneration, for example, the average wage level of mining or manufacturing industry may be higher than that of government staff.

In this way, the reform of income distribution requires strict labor system as the precondition, strict restriction and even prohibition of overtime work, so as to make the real demand for labor appear and expand employment. At the same time, the real income of workers can be shown. Perhaps we can see that ordinary workers can barely survive through a full-time full-time labor.

Generally speaking, the wage distribution of the ordinary working class is actually a social discrimination against their labor.

Its performance is that labor is the cheapest part of all elements of distribution in any place.

Discrimination in this distribution makes labour no longer a cause for conscience, making workers a punitive social identity and reducing the life meaning of workers.

The issue of income distribution is not only an economic issue, but also a social and political issue.

Considering that most of the people in this society become "inferior people" because of their "laborers" status, their self-evaluation and social evaluation are all down to the bottom, which is the greatest contempt for people in the development process.
