Xi'An Will Invest 110 Billion In The Future Of Textile City

The eastern part of Xi'an, the shore of Chan and Ba River, the largest textile industrial base in Northwest China, has fallen into decline in recent years.

In 2007, the Xi'an municipal Party committee and the municipal government formally put forward a comprehensive revitalization of the Textile City area. The history of textile city has changed dramatically since then.

With the coming of the new planning and new projects, the Textile City area has undergone tremendous changes. A new eastern new town which integrates livable, ecological and commercial areas has already begun to show clues.

Dong Jun, a member of the Standing Committee of the Xi'an Municipal Committee, deputy mayor of the municipal Party committee and leader of the comprehensive development team of Textile City, has opened up the way for the textile city to go to the eastern new town.

2009: harvest year begins

Reporter: in October 2007, when the Xi'an municipal Party committee and the municipal government formally put forward the comprehensive revitalization of the Textile City area, the planning of the textile town has been studied by experts and citizens. A new plan has finally been released. From 2009, the comprehensive development of the Textile City area has officially started. What progress has it made in a short year?

Dong Jun: under the correct leadership of Xi'an municipal Party committee and municipal government, with the support of all circles of society, the scope and location of the comprehensive development zone of Textile City have been determined.

The comprehensive development area of the textile city is composed of the core area of the old city and the surrounding radiation area, with a total area of 37 square kilometers. Its four areas are: South to the ring expressway, the boundary of Huaqing Road, the north to Huaqing Road, the east to Xikang railway as the boundary, the west to Xianning Road, the East Third Ring as the boundary, and the south of Xianning road to the Chan River as the boundary. The total population is about 160 thousand. The core area of the old city is north to the North Road, the south to Xianning Road East extension Road, the west to the Banpo Road, and the east to the east side of the Textile City, the built-up area is 5.3 square kilometers, which is the political, economic and cultural center of Baqiao city in Xi'an.

Under the unified arrangement of cities and districts, we should promote the comprehensive development of the textile city by implementing the old city pformation, optimizing the investment environment, changing the mode of economic development, adjusting the industrial structure, and increasing the intensity of urban infrastructure construction.

In 2009, according to the requirements of the central government's "ensuring growth, guaranteeing the people's livelihood and maintaining stability", we set the textile city as a target for reforming the demonstration area of the old industrial base and developing the suburban development area. We continuously expanded our thinking, strengthened our responsibilities, and pushed ahead with all the objectives and tasks identified at the beginning of the year. In 2009, we completed a total investment of 3 billion 400 million yuan and completed 115% of the annual plans. We introduced 14 projects (11 of which were over 100 million yuan), 4 of the headquarters economy, completed 100% of the annual plan, made use of 970 million yuan of domestic capital, 29 million dollars of foreign capital, completed 115% of the annual plan, achieved 544 million yuan in urban construction investment, 115% new jobs, and saved land by 115% yuan, and the financing target was over fulfilled in the beginning of the year.

Reporter: as the newly established textile city comprehensive development area, has its organizational structure and related plans been completed?

Dong Jun: since the establishment of the Comprehensive Development Office of the Textile City area, we have attached great importance to strengthening the construction of the leading bodies and cadres, conscientiously carrying out the party's line, principles and policies, deeply studying and practicing the Scientific Outlook on Development activities, adhering to arming the minds with scientific theories, improving the leadership and governing ability of the leading bodies, improving the overall quality of cadres and the level of administration according to law, and effectively promoting the smooth development of various tasks.

At present, office building has been completed.

We completed the recruitment of office personnel, and revoked the two investment bureaus, the Planning Co operation office, the project management and the tendering and bidding office, and put the personnel in the office. I formulated the implementation methods of the internal performance appraisal and the three plans.

We should complete the remuneration package for the whole staff, and further improve the comprehensive development work through the reward mechanism of high and low and reasonable distribution. The two is to actively operate the development and construction company, and the development and construction company has been approved by the municipal government. The preliminary framework is basically built up, and the relevant personnel are recruiting.

At present, the office consists of seven departments, two parks, a development and construction company, and 51 staff members.

At present, the overall plan for the comprehensive development zone of textile city has been completed.

We have completed the planning of municipal infrastructure such as roads, rainwater, sewage and tap water in the comprehensive development zone of textile city.

The control detailed rules of baozi village business circle and the compilation of comprehensive regulation of Banpo museum are completed.

Completed the construction of detailed regulations and urban landscape planning work in the East Third Ring Road (Comprehensive Development Planning of Textile City), completed the work of simulating the sand table and 4D exhibition hall in the comprehensive development area planning of textile city.

2010: major projects have settled in textile city.

Reporter: 2010 is the key year for the comprehensive development of the Textile City area. What important projects will be launched in the Textile City area?

Dong Jun: according to the goal of comprehensive development of the Textile City area, "one year's foundation, two years' steps, three years of success and five years' great leap forward", we plan 91 packaging projects this year, with a total investment of 22 billion 538 million yuan, including 79 projects under construction, total investment of 19 billion 928 million yuan, and 7 billion 883 million yuan in 2010.

The Textile City Comprehensive Development Zone will become another new urban area in the construction of the reference Development Zone in the eastern part of Xi'an after the construction of the ecological park and the international port area of Xi'an. It is one of the important development cores of Guanzhong Tianshui Economic Zone and China's Western Triangle Economic Circle.

Reporter: at this year's West conference, how is the investment in Textile City progressing?

Dong Jun: Textile City has attracted the attention of the society because of its unique advantages.

The investment promotion project progressed smoothly. Only 35 investment projects were signed at the fourteenth West fair, with a total investment of about 30 billion 98 million yuan, including 9 Commercial and trade projects, a total investment of about 14 billion 20 million yuan, 14 real estate projects, a total investment of about 12 billion 233 million yuan, 1 pportation projects, a total investment of about 230 million yuan, 2 urban construction projects, a total investment of about 990 million yuan, and 1 industrial projects, with a total investment of RMB yuan.

In the 35 projects, the textile city comprehensive development area contracted 10 projects, with a total investment of about 16 billion 570 million yuan, which signed the "comprehensive pformation of the core area of Textile City" project with the success of China Railway Real Estate Group Co., Ltd., with a total investment of 10 billion yuan. It is the largest project in the 10 cities signed by the textile city. The total investment of Beijing newly opened (Optics Valley) Industrial Park in Beijing, which is in cooperation with the investment company of Beijing, is 2 billion yuan. The project is located in the textile industrial park, covering an area of about 1500 mu, including industrial research and development, enterprise headquarters, emerging industries, business offices and other related supporting services.

Reporter: in May 18th, textile city concentrates on 39 projects. What does this mean for textile city development?

Dong Jun: in May 18th, the 39 projects of the Xi'an Textile Group's new factory area started construction, marking the comprehensive development of the Textile City area entered a substantive stage.

The total investment of the 39 projects is 13 billion 800 million yuan, covering infrastructure, real estate, industrial commerce and shanty towns, pformation of urban villages and so on. This year, the project has completed an investment of 5 billion 500 million yuan, covering a total area of 2630 mu, with a total construction area of 3 million 800 thousand square meters, and the total length of the newly built, rebuilt and expanded road is about 25 km.

During the construction, many projects are deeply concerned by the masses, which are of great significance for increasing employment and improving the living environment.

For example, the newly built modern textile industry park in Xi'an will produce a large textile production base of 300 thousand spindles, which will solve the employment problem of 7000 to 8000 people.

The two phase of Baqiao riparian wetland ecological park will also be open to the public on 1 May next year. After completion, people can enjoy the landscape of rubber dam, wind and earth Museum, bar street, wetland wildlife and so on.

The future: livable, suitable industry and Yi Shang Eastern New Town

Reporter: Textile City investment is progressing smoothly. In the next few years, how can textile city realize "magnificent turn"?

Dong Jun: in the past year, we have adhered to the development idea of "changing one industry into many industries, pforming old cities into new towns, and laying off workers for re employment". We should increase the implementation of the project driven strategy, strive to readjust the industrial structure, pform the mode of economic development, raise the level of urban construction in an all-round way, accelerate the upgrading and upgrading of traditional industries such as textiles, and vigorously introduce commerce, culture, tourism, real estate, and advanced manufacturing industries, so as to make the Textile City Comprehensive Development Zone a new economic growth point for the east of Xi'an.

The next 5 to 8 years will be a critical period for speeding up the development of the comprehensive development zone of the textile city. The region will invest a huge sum of 110 billion yuan to start 76 construction projects, and vigorously promote the construction of three major blocks, namely, the old Textile City, the Chan Ba River waterfront ecological residential belt, and the modern textile industrial park in Xi'an. The spirit of Xi'an will be built in the east of the city.

In the process of advancing Xi'an's continuous internationalization, people will see a more dynamic and livable, suitable and business new urban new area. Like other new areas in Xi'an, the future textile city will create new brilliance with its unique cultural and geographical advantages.
