Quality Regulations Decoupling Enterprises Face Recall Dilemma

Since the outbreak of the financial crisis, China's export clothing has been repeatedly recalled by the European Union, the United States and Japan, which has had a very negative impact on the export and image of our products.

After experiencing quota restrictions, anti-dumping, technical barriers and special safeguard, clothing export in China is now facing the dilemma of repeated recall. Frequent recall and warnings have caused huge losses to domestic garment export enterprises.

Event: in March 25th, the US Consumer Product Safety Commission (CPSC) released five four batch of children's clothing recalls. The reason is that the jackets of these jackets and sportswear are in danger of strangling children.

In April 7th, CPSC announced that it had imposed a fine on 14 companies selling children's coats with wind bands and / or collar.

As early as February 1996, CPSC released the guide for children's jacket and strip, designed to avoid the hood, belt and other child injuries, even strangling children.

Between January 1985 and January 1999, CPSC received 22 fatal reports and 48 injury reports for this reason.

In May 2006, the CPSC regulatory office announced that children's coats, such as girdle or collar, would be regarded as defective products because of the risk of injury to children, and urged all relevant companies in the United States to import, manufacture, distribute or sell children's coats in line with ASTMF1816 (Safety Specification for tights for children's clothing) to prevent children from being injured or even killed by girdle injuries.

It also points out that, according to the fifteenth section C of the federal dangerous goods act, a staff member of CPSC will recall the case once such a child's coat is found.

It should be noted here that the European and American textiles and clothing products recalled to China are mainly children's clothing. The reasons for the recall are mostly asphyxia risk, chemical hazard, danger of injury, and use of prohibited dyes.

Among them, the design of rope and small parts is unreasonable.

For this reason, China has implemented the three national standard of children's wear since August 1st, including safety requirements for children's wear ropes and belts, safety specifications for children's tops and safety standards for children's clothing design and production.

The above standards are based on the European Union's EN14682 standard, and some regulations are even more stringent.

This means that there is no standard deviation between China and Europe and the United States in terms of safety of children's ropes and belts.

Since the root cause has been solved, why children's clothing has been recalled frequently? This is a problem we should ponder deeply.

Why is China's textile and clothing products frequently recalled? Quality and safety are not the main problems. The essential reason is that the information is not enough.

The EU has a series of strict supervision policies for imported textile and garment products.

Even a trademark is not standardized, and the heavy metal of a button can be the reason for being recalled.

China's production enterprises often blindly follow the design provided by the designer, but do not know about the import trade regulations, resulting in the "design" and "production" in line with the regulations "decoupling" phenomenon, making the recall incident.

Therefore, it can be said that the situation has changed to the present day, and the repeated notification and recall of Chinese export clothing is no longer a purely quality safety or technical issue.

For government agencies and related associations, we should establish and improve the product standard system, track the dynamics of foreign advanced standards in a timely manner, speed up the pace of China's standards and international integration, strengthen the quality system and product testing and certification methods, conscientiously respond to anti-dumping and special safeguard measures, popularize relevant knowledge, give full play to the strength of trade associations, comprehensively utilize legal, economic and diplomatic means to resolve the unfavorable situation brought by trade protection to enterprises, pay close attention to the trend of export development, conduct in-depth investigations on the industrial structure and status of target markets, exchange information and coordinate exports.
