Xinjiang Cotton Daily Load More Than 300 Vehicles &Nbsp; Sinotrans Speed Increased Significantly

In view of the rapid increase in demand for cotton transportation this year, in order to conscientiously implement the directive spirit of the State Council leaders on strengthening Xinjiang's cotton transport work, according to the instructions of the party secretary and Minister Liu Zhijun of the Ministry of Railways and the Ministry of Railways on organizing the work of cotton rush handling in Xinjiang, the Ministry of Railways has adopted a series of ultra conventional measures to carry out the Xinjiang cotton rush operation since April 16th. As of June 7th, the number of Xinjiang's cotton loadings jumped sharply, loading 308 cars a day.

The textile market has improved this year, and the enthusiasm for production has been very high. The price of the international cotton market has been rising, and the demand for cotton has increased greatly. Against this background, the demand for cotton transport in Xinjiang has increased dramatically over the past years.

To this end, the China Cotton Association has submitted a special report to the State Council, and Premier Wen Jiabao has made important instructions. Minister Liu Zhijun put forward specific requirements. The Ministry of Railways emergency organization called the the Xinjiang Uygur Autonomous Region government and the Xinjiang Construction Corps related departments, the China Cotton Association and the Urumqi Railway Bureau to carry out thematic research, and decided to rush the transportation of Xinjiang cotton from April 16th onwards.

The target is very clear: to increase the emptying of Urumqi's box cars and increase the loading capacity of Xinjiang cotton, the average daily loading of cotton in Urumqi bureau should reach more than 300 vehicles.

In order to achieve the goal of outburst, the railway sector has adopted a series of effective measures: strengthening communication and coordination with local government departments and cotton associations and enterprises, making proper arrangements for transport capacity, timely notification of cotton transport information, and requiring local governments and cotton associations to inform the railways in a timely manner about the demand for cotton transportation in the downstream textile enterprises, and actively coordinating the dispatch of the enterprises in the balanced transportation of cotton. For the cotton demand of key large cotton textile enterprises, the railway departments shall give priority to ensure the transport capacity arrangement.

Strengthen transport organization. First, strengthen the organization of loading and unloading vehicles. Increase the proportion of cotton loading in the use of box cars, increase the speed of cotton distribution and loading. Shanghai Railway Bureau and other cotton to the unloading Railway Bureau to strengthen the organization of cotton unloading, improve the unloading efficiency, speed up vehicle turnover. Two is to strengthen the organization of traffic flow. To increase the discharge of empty box cars to the Urumqi Bureau, all railway bureaus must not be detained on the way. Despite the intense capacity of the whole road, the railway department promptly deployed the transport capacity and actively organized the long-distance empty distribution of cars from the south to ensure that the empty box cars were sent to the Urumqi Bureau. The three is to strengthen the release organization. Railway dispatching departments at all levels focus on control of cotton transport vehicles, and actively organize release, to ensure fast delivery to the destination.

Strengthen analysis and feedback. First, we should establish a joint conference system and do well in transportation coordination. The two is to analyze the loading status by daily statistics, and take corresponding measures for not completing the loading task every day.

After receiving the task of handling the cotton rush, the Urumqi Bureau conscientiously implemented the spirit of the State Council and the Ministry of Railways to speed up the Xinjiang cotton transport instructions and made every effort to organize the cotton transportation. The Urumqi Bureau has also worked closely with the relevant departments of the Xinjiang Uygur Autonomous Region to organize transportation dispatching departments, receiving units and storage and transportation enterprises to convene thematic Coordination Committee on key cotton textile transport, and make detailed arrangements for cotton transport.

With the strong support of the Ministry of Railways and autonomous region leaders, the Urumqi Bureau has specially arranged for the priority cotton transport plan to be submitted with the batch, giving priority to arranging the car, which provides a strong guarantee for Xinjiang's cotton outward shipment.

From April 16th to June 7th, the average daily load of Xinjiang cotton reached 308 vehicles, an increase of 102 vehicles compared with the previous day. In April 29th, the load reached 421 vehicles, the highest record this year.
