On June 9, in the animal quarantine station under Hainan Changjiang Animal Husbandry and Veterinary Bureau, the personnel relationship of 8 employees who became full members was temporarily frozen, and further processing will be carried out after the investigation results are available. During the personnel reform of the quarantine station in the first half of 2009, 8 people became full members, 6 of whom were leading relatives, and one was a leading driver, which aroused doubts among the staff and workers.
Just before that, on May 12, Sanya had just reported the "99 points recruitment" event. In view of the frequent "kinship door" incidents of public institutions entering Hainan, relevant experts pointed out that the main reasons were the lack of system construction, weak supervision, the severe current employment form and the "iron rice bowl" of public institutions.
8 became full members and 6 were leading relatives
In the first half of 2009, Changjiang Li Autonomous County of Hainan Province began to reform the township institutions. During the reform process, 23 staff members (self paid staff) of the animal quarantine station under the Animal Husbandry and Veterinary Bureau of the county applied for registration, which was later dismissed by the Human Resources and Labor Bureau of the county on the grounds of not complying with the provisions of the document.
However, at the end of that year, 8 of these 23 people became regular and ate "imperial food".
The 8 employees were not publicized in the company before they took office. By the end of May 2010, other employees learned that 8 of the 23 employees who were dismissed had been included in the list of regular employees, and had started work on June 1.
The incident aroused the doubts of the staff - in terms of length of service, these eight people are not the longest among the 23; In terms of professional ability and specialty, these 8 people are not very arrogant.
In this regard, Sun Shuxiu, director of Changjiang Animal Husbandry and Veterinary Bureau, admitted in an interview with the media that most of the eight people were indeed relatives of him and other leading cadres, and also said that in terms of personnel consideration, they really had personal feelings. However, he believes that there is no problem for these eight people to be selected because they usually undertake animal epidemic prevention, quarantine and other work in Shilu Town, and six of them have college education and good business.
He explained that the eight indicators were obtained by the Animal Husbandry Bureau and the Human Resources and Labor Bureau. Due to time constraints, it was too late to publish them in the unit.
It is understood that the Animal Quarantine Station of Changjiang County and the Animal Husbandry and Veterinary Station of Shilu Town are two brands and one set of people. There are 23 employees in the station. When these 23 employees enter the station to work, the receiving unit is the Animal Quarantine Station, and the staffing determined by the personnel and labor department is 17. Although they have a staff, they are self raised wage earners. The maximum monthly salary excluding social insurance is more than 400 yuan, and the salary after becoming a full member will be much higher, and it is an "iron rice bowl".
After the incident was exposed, the Commission for Discipline Inspection of Changjiang County led an investigation team to investigate the identity, reporting procedures and other links of the eight employees who became regular, and initially decided to freeze the personnel relations of the eight employees in the motion inspection station. After the investigation results were obtained, they could be handled according to relevant regulations.
Advanced institution without graduation from university
On the previous May 12, Sanya had just broken out the "99 points entrance exam" event, which caused uproar in Hainan.
On February 1, 2010, Sanya City, Hainan Province set up a new rural endowment insurance service center and a small loan guarantee center, which are subordinate to the Municipal Rural Social Endowment Insurance Bureau and Sanya Human Resources Development Bureau, and belong to a department level institution.
After the establishment of the two units, they began to recruit staff openly to the whole city.
On April 8, the Human Resources and Social Security Bureau issued a public recruitment announcement. From April 12 to 16, a total of 343 candidates signed up.
On April 19, the recruitment leading group held a meeting to review the qualifications of 343 applicants. 339 applicants were confirmed to be qualified for the examination, and the list of reference personnel was announced on April 21.
On May 11, Sanya Human Resources and Social Security Bureau publicized the examination results of the candidates on its website. In this exam, Wen Pingting, the daughter of Wen Xiaolian, the director of Sanya Social Insurance Bureau (the second level bureau under Sanya Human Resources and Social Security Bureau), scored 99 points in the administrative ability test.
Careful people found that Wen Pingting was not included in the list of qualified candidates for registration review released by the Human Resources and Social Security Bureau on April 21. However, Wen Pingting is still a college student at present, and entering the public institution ahead of time before graduation is nicknamed as "seat taking" ahead of time.
In the afternoon of May 19, the Standing Committee of Sanya Municipal Committee of the CPC held a special meeting. According to the preliminary results of the investigation of the 99 point "recruitment event" by the city's Human Resources and Social Security Bureau, it was decided to suspend Wen Xiaolian for inspection and start the accountability process for those responsible for violations in recruitment.
Why "Kinship Gate" Is Frequently Recruited
The "99 points recruitment door" incident was not cold, and the leading relatives "packaged to become regular" came again. Less than a month later, there were two "kinship door" incidents of the leaders of public institutions in Hainan, which could not but arouse deep thought.
"The main reason is that the system is lacking and the management is not perfect. The recruitment of public institutions is carried out by reference to the recruitment of civil servants. All localities can formulate recruitment standards according to local conditions and needs. Their autonomy in the operation process is relatively large, which has created a suitable hotbed for the 'tailor-made' recruitment conditions for the children of internal staff." said Wang Wei, a lawyer from Hainan Fudao Law Firm.
"At present, the employment situation is very serious, and public institutions can be said to be 'iron rice bowl', with stable work and relatively low competitive pressure, which also leads to the use of power by leading cadres." Professor Wang of the Law School of Hainan University said.
A staff member of the Hainan Provincial Department of Personnel, Labor and Social Security, who did not want to be named, said: "When the recruitment staff of public institutions refer to the recruitment standards for civil servants, they must further clarify and improve the recruitment system. Only in this way can they be fair, just and open. If the competition mechanism can be introduced into public institutions, this phenomenon will also be eliminated to a certain extent."
