According to the outline of the general plan for the development of the clothing industry in Shaxi, from 2010 to 2012, Shaxi will strive to make the output value of 3 to 5 brand enterprises exceed 500 million yuan, and the total output value of garment industry will exceed 22 billion yuan; from 2013 to 2016, enterprises above designated size can reach 300 or more, and strive to have the Chinese famous brand in Shaxi, and the gross value of the garment industry in Shaxi has exceeded 35 billion yuan; 2017 to 2020, striving to establish Shaxi's leading position in the Chinese garment industry, making it the center of China's leisure clothing industry, the state's super garment town and the Chinese leisure clothing brand.

In addition to the great increase in the gross output of the garment industry, Shaxi will build five key projects including the "China National Costume Expo" in the next ten years, namely, Shaxi China T-shirt City, China National Costume exhibition hall, China Leisure Culture Creative Park, China leisure clothing manor, Shaxi leisure dress culture plaza.
