First, support enterprise merger and reorganization. Henan Provincial Department of Finance will work with relevant departments to study and formulate measures to solve the problems of personnel placement, asset transfer, debt verification and disposal, and distribution of financial and tax benefits of restructured enterprises.

Second, support the transformation and upgrading of key enterprises. We will coordinate the provincial special funds for industrial restructuring, high-tech industrialization, etc., to be used for technological transformation and industrial upgrading of key enterprises.

Third, expand investment and financing channels for enterprises. For enterprises entering the guidance period for listing and the overseas listing procedure, the financial department at the same level will grant financial subsidies at a certain proportion of the retained portion of the newly increased corporate income tax of the enterprise each year within two years.

Fourth, support the establishment of industrial independent innovation system. For the newly established and certified national R&D institutions (including engineering technology research centers and key laboratories) of enterprises, the provincial finance will give a one-time subsidy of 1 million to 2 million yuan to support enterprises to enhance their independent innovation ability.

Fifth, encourage the undertaking of industrial transfer. From 2009 to 2012, for export enterprises transferred to industrial clusters at all levels, the financial department will pay 0.1 yuan of domestic freight subsidy at the rate of 1 dollar, and the subsidy fund will be 50% borne by the province, city or county (city) respectively.

Sixth, encourage the development of industrial agglomeration. From 2010 to 2012, the part of VAT, business tax and corporate income tax paid by enterprises in the cluster area that exceeds the base number and is handed over to the provincial finance department will be returned in full to the county (city). After the new projects in the industrial cluster area are completed and put into operation, the municipal and county finance departments shall support the technological transformation, R&D and marketing of tax paying enterprises in accordance with the amount of value-added tax and income tax retained by the city and county for the projects put into operation.

Seventh, improve government procurement support policies. State organs, public institutions and organizations that use financial funds to purchase products and services in the government procurement catalogue shall, if permitted by law or under the same conditions, give priority to the purchase of products and services from the top ten industrial enterprises in the province. Products and services that belong to the designated items of supply and services under the government procurement agreement shall be included in the list of designated items of supply and services under the agreement.
