    The minimum wage in various provinces and cities has been raised in China, which has become a topic of widespread concern.


    Reporters recently learned that the draft reform of income distribution led by the national development and Reform Commission is close to completion, and the reform of income distribution or the introduction of the year.


    As early as the beginning of this year, many provinces and municipalities started to raise the minimum wage standard, and took the first step in the reform of income distribution.


    Raise wage standards everywhere


    "Constantly increasing the remuneration of labourers, especially the front-line workers", "let the broad masses of working people achieve decent work". General secretary Hu Jintao said this at the commendation conference of the national model workers and advanced workers.


    Reform the income distribution system and increase the proportion of labor remuneration in the initial distribution. This was put forward in the 2010 report on the work of the government.


    Since the beginning of this year, "raising workers' income" has been repeatedly mentioned by the central leadership, and relevant reports are frequently reported in newspapers.


    In June 3rd, the Beijing Municipal Bureau of human resources and social security issued the 2010 minimum wage adjustment plan: from July 1st, the minimum wage standard of Beijing was raised from 800 yuan to 960 yuan per month, or 20%.


    Before that, 11 provinces and municipalities nationwide have raised the local minimum wage standard.


    Jiangsu was the first province to raise minimum wage in 2010. In January 23rd, Jiangsu announced that the minimum wage level would rise by more than 12% from February. Since then, Zhejiang, Guangdong, Fujian, Shanghai, Tianjin, Shanxi, Shandong and other places have followed up, the adjustment range is over 10%, and some provinces have exceeded 20%.

    Since the implementation of the minimum wage policy in 2004, the minimum wage standards have been raised in all provinces and municipalities from 2004 to 2006. In 2007, 29 provinces and municipalities raised the minimum wage standard. Two years later, due to the impact of the international financial crisis, the work was postponed. This year, with the improvement of the economic situation, the minimum wage standard was raised again.


    The wage level is lower than the growth rate of the national economy, which restricts the transformation of China's economic development mode and enterprise development mode.


    Some analysts believe that China's economic transformation is facing tremendous pressure, one of the reasons is the existence of a large number of cheap labor. Low cost labor force makes many investors have strong dependence on high energy consumption and low value-added labor intensive industries, so there is no impetus for transformation.


    "Raising wage standards for workers is conducive to guiding enterprises to improve their competitiveness by relying on improving management, technological innovation and energy saving and consumption reduction, so as to change the phenomenon of" profits eroding wages ". Li Binsheng, director of the Research Institute of the National Federation of trade unions, said that the drawbacks of the labor-intensive industries have been increasingly apparent for a long time. "Guiding the minimum wage through differentiated regions will help accelerate industrial upgrading and gradient transfer, promote coordinated development of regional economy and enhance the stamina of China's economic development."


    At the same time, the low proportion of labor remuneration is also an important reason for insufficient consumption demand. Therefore, Li Binsheng believes that raising wage standards will also help improve people's livelihood, promote consumption and expand domestic demand.

    The minimum wage system still needs to be improved.


    At present, although wage rises have been raised everywhere, the minimum wage adjustment mechanism is still not perfect, and the minimum wage system is facing many problems in its implementation.


    "How to set the minimum wage and how to adjust it? There are only principles in the relevant laws and regulations. Therefore, when determining minimum wage standards, there may be different factors of reference. Li Binsheng thinks that some enterprises still have to avoid the minimum wage system by means of extending their working hours and raising labor quota.


    Therefore, Li Binsheng said that in order to form a normal adjustment mechanism for the minimum wage standard, we need to play the leading role of the government first, formulate the minimum wage regulations as soon as possible or modify the minimum wage regulations, study and formulate the minimum wage law in a timely manner, and make more specific and clearer provisions on the minimum wage system.


    Second, we should establish a regular wage mechanism for minimum wage. Except for special circumstances, the minimum wage standard should be adjusted once a year, and each adjustment should not be lower than GDP and the average wage growth rate of workers.


    Thirdly, we should raise the proportion of minimum wage to the average wage of the society. Work out a timetable for the minimum wage standard in all regions to reach the level of 40%-60%.


    In addition, we should give full play to the role of the three party consultation mechanism in labor relations. Led by the government, labor administrative departments, trade unions and enterprises jointly form the three party committee, and timely put forward the adjustment opinions and implementation plans of the minimum wage standard.
