The school organizes teachers and students to carry out emergency drills at least once every semester. In the first week of each semester, safety education and safety skills training shall be carried out for teachers and students, covering traffic, fire fighting, drowning, anti-theft, personal protection, safe use of electricity and water, laboratory supplies, prevention of infectious diseases and food poisoning.

Enclosed walls must be built around the campus. Dangerous buildings and basements shall not be used as student dormitories. Safety protection facilities shall be provided at the entrance and exit and doors and windows of the first floor of the student dormitory. In principle, the lower grades of primary schools and kindergartens shall not use double deck elevated beds.

If the dormitory is equipped with an outdoor toilet, the maximum distance shall not exceed 30 meters, and street lamps shall be provided. Students' dormitories should generally be heated by heating. Irrelevant personnel are strictly prohibited from entering the student dormitory. Primary school boarders must be accompanied by life management personnel at night. Supermarkets, restaurants and other business places shall not be set up in student dormitories. School dormitories shall not be contracted out and operated and managed by others.

School canteens shall not be contracted out or used for profit, and must obtain a health license issued by the health department.

In principle, no shop, canteen or catering store shall be opened on campus. If it is really necessary to open a shop, it shall be reported to the competent education department for record.

When the school carries out large-scale activities, it must first study and determine the safety guarantee scheme of the activities with the public security, transportation, medical and other departments, and formulate a practical emergency plan. It is strictly prohibited to organize students to carry out collective activities on main streets and traffic arteries. It is strictly prohibited to rent social vehicles without approval to organize students to go out on a large scale.

The "Ten Regulations" of our province regulate the school running behavior of primary and secondary schools

On June 10, the Provincial Department of Education issued the Notice on Regulating the School Running Behavior of Primary and Secondary Schools in 2010, which issued ten regulations on enrollment, enrollment of migrant workers' children, fees, school management, etc.

Enrollment of primary and secondary schools: continue to follow the principle of "examination free, nearby, divided and distributed". At the stage of compulsory education, primary and secondary schools may not set conditions other than those prescribed by law to restrict students from enrolling.

Children of migrant workers: children of migrant workers in cities are treated equally with local students, and the primary and secondary schools that accept them must treat them equally.

Fees: It is strictly forbidden for local schools and teachers to collect and purchase teaching materials and other books, learning tools, newspapers and periodicals for students in the compulsory education stage. Public high schools are strictly prohibited from charging students any fees related to admission.

Management: At the stage of compulsory education, schools do not score key classes, fast and slow classes, specialty classes, etc., let alone hold various experimental classes. Students' examination results shall not be disclosed. "School selection": cities and counties should allocate more than 50% of the enrollment targets of provincial and municipal model high schools to junior high schools in the region, and strive to solve the problem of "school selection" from the source.

Public participation: private schools run or participated in by public ordinary high schools should have independent legal personality, have campuses and basic education and teaching facilities separate from public schools, implement independent financial accounting systems, recruit students independently, and issue academic certificates independently, and their full-time teachers should not be less than 2/3 of the total number of teachers.

Information on college entrance examination: The education administrative departments of cities and counties and ordinary high schools shall not publicize the college entrance examination results of local schools or their own schools in any way, nor reward or punish schools and teachers according to the college entrance examination results.

Teachers: Teachers shall not insult, discriminate, corporal punishment or corporal punishment in disguised form, deprive students of their right to education, or accept parental banquets, negotiable securities, gifts and cash gifts. It is strictly forbidden for primary and secondary school teachers to hire others to take the place of teachers without permission, and it is strictly forbidden to organize paid tutoring, centralized class running, remedial classes, etc.

High school enrollment: The "three limits" policy of "limited number of students, limited scores and limited money" is strictly implemented for the enrollment of ordinary high schools. All cities and high schools must recruit students in strict accordance with the plan issued by the Provincial Department of Education, and must not expand the enrollment scale at will. Public high schools may not hold remedial classes for college entrance examination.
