Speaking of the newly promulgated outline of talent planning, Shen Ronghua, the honorary director and researcher of Shanghai Institute of public administration and human resources, said that the status and role of talent as the first resource of economic and social development decided that it should be placed in the position of first priority in national and regional development strategies.
