It is very difficult to speed up the restructuring of textile industry and pform the mode of economic development.
Therefore, in order to accomplish the task of planning, we must also fully understand the problems and urgent problems in the implementation of the plan.

Judging from the current international market situation, there are a lot of uncertainties in the textile industry, and the environment for stabilizing the textile market is still very fragile.

(five) specific measures should be taken to promote the development of independent brands.
At present, the cultivation of independent brands of textile enterprises in China has made marked progress, but on the whole, the growth of domestic independent brands is still in its infancy.
Most of the high-end textile and garment market in large and middle cities in China is still dominated by international famous brands, and the export of clothing is still dominated by low profit OEM, the proportion of independent brand products is low, the influence and control force of international famous brands and export marketing channels is lack, and the degree of internationalization of independent brands of textile and clothing is low, which seriously restrict the growth of China's textile and garment independent brands.
There is still a big gap in fostering independent brands in improving product culture and fashion taste.
Although the guiding opinions on accelerating the construction of independent brand of apparel home textiles have clearly supported the core competitiveness of independent brand clothing and home textile enterprises, it provides financial services for the independent brand building of clothing and home textiles, supports independent brand clothing and home textile enterprises to expand overseas markets, and increases the protection of clothing and home textile independent brands.
However, there is still a lack of strong specific measures and coherence and coherence between the relevant departments.
At present, how to guide and promote the construction of independent brand in textile industry is still in a weak link, and it is still necessary to strengthen practical research and promotion.
(six) improve public service support policy
The textile industry is dominated by small and medium-sized enterprises with a high degree of industrial dispersion.
The state special funds are mainly oriented to the dominant enterprises in the industry, and the technological pformation, adjustment and upgrading of the small and medium-sized enterprises lack strong pushing hands.
The industry public service platform is a modern productive public service project integrating quality inspection, product design and development, information technology, modern logistics, technology management, social responsibility promotion and personnel training. It is an important means to improve the development level of large and medium-sized enterprises and promote the comprehensive adjustment and upgrading of the industry.
The plan explicitly proposes to support the construction of public service platform for small and medium-sized enterprises, but so far no specific policies have been implemented.
The government should really improve the industrial clusters, improve the innovation system, and promote the healthy development of the public service system.
