The 24 day of the State Council promulgated the detailed rules for the adjustment and revitalization of the textile industry (hereinafter referred to as "planning").

Industry experts believe that the biggest highlight of the plan lies in the new positioning of the traditional industries, and upgrading the textile industry "sunset industry" to the traditional pillar industries of the national economy, the important livelihood industries, and the industries with international competitive advantages.

This new positioning and recognition means that the textile industry is very important to the economic and social development of the country, and provides the "long-term development of the textile industry".

"Planning" pointed out that China has become a major producer of textile and clothing in the world. However, in the rapid development of the textile industry, the long-term accumulation of contradictions and problems has become increasingly prominent, such as the weak ability of independent innovation, the unreasonable industrial layout, the arduous task of energy saving and emission reduction, the blind expansion of the scale of production capacity, and the overcapacity of some industries.

Since the second half of 2008, the international financial crisis has seriously affected China's textile industry, and China's textile industry has been in trouble for many years.

The plan put forward.

The plan also formulated the industrial development goals from 2009 to 2011.

First, the total amount has maintained steady growth.

By 2011, enterprises above Designated Size could achieve an industrial added value of 12000 billion yuan, an annual average growth of 10%, and total exports of 240 billion US dollars, with an average annual growth of 8%.

Two, the industrial structure is obviously optimized.

Cultivating about 100 well-known brand enterprises with strong influence, the proportion of export of independent brand products has increased to 20%.

Three, the support of science and technology has improved significantly.

The proportion of textile technology and equipment with international advanced level has increased to about 50%, and the labor productivity in the whole industry has increased by 10% annually.

Four, we have achieved remarkable results in energy conservation and emission reduction.

The energy consumption per unit added value in the whole industry is reduced by 5% annually, water consumption is reduced by 7% annually, and the amount of wastewater discharge has been reduced by 7% annually.

Five, we should make substantial progress in eliminating backward areas.

By 2011, we will eliminate printing and dyeing capacity of 7 billion 500 million meters high energy consumption, high water consumption and low technology level, eliminate backward production capacity of 2 million 300 thousand tons of chemical fiber, and accelerate the elimination of backward production capacity of cotton spinning and wool spinning.

The eight main tasks of the adjustment and revitalization of the textile industry have been put forward in the plan.

First, we must stabilize domestic and foreign markets, stabilize and expand export markets, promote domestic consumption of textile and clothing, and expand the application of domestic industrial textiles.

Two, we should improve our capability of independent innovation, promote the industrialization and application of hi-tech fibers, speed up the development and application of industrial textiles, improve the autonomy of textile equipment and strengthen the standardization system.

The three is to accelerate the implementation of technological pformation and improve the production efficiency of the textile industry.

Four, eliminate backward production capacity.

Five, we should optimize the regional layout and form a regional layout with complementary advantages in the eastern, central and western regions, and continue to push forward and deepen the "westward shift of Dong Sang".

Seven, speed up the construction of independent brands, and encourage and guide brand enterprises to "go out".

The plan also put forward ten policy measures: continue to increase the export tax rebate rate of textile and garment; increase the purchasing power of cotton and plant silk; increase investment in technological progress and technological pformation; further expand domestic consumption; encourage enterprises to implement mergers and reorganization; increase financial support for textile enterprises; lighten the burden of textile enterprises; increase support for small and medium-sized textile enterprises; strengthen industrial policy guidance; give full play to the role of industry associations.
