Cross Strait Economic Agreement &Nbsp; (ECFA) Early Collection List Contents

The fourth ECFA formal consultation and the 5 Jiang Chen preparatory consultative meeting today finalized the cross-strait economic agreement (ECFA) text and the early checklist contents. Taiwan won 539 items of early harvest merchandise trade, and the mainland received 267 items early.

The mainland agreed to a list of early harvest products for tax reduction in Taiwan, that is, early harvest in Taiwan.

Taiwan's early harvest of mainland tax cuts includes 42 petrochemical products, 69 mechanical products, and textiles.

Economic agreements between the two sides of the Taiwan Straits (

I. the list of early harvest products for ECFA trade in goods

At present, the cross-strait tariff rules are formulated in accordance with the World Customs Organization (WCO), which is formulated in 2007 edition of the international commodity uniform classification system (The Harmonized Commodity Description and Coding System), and the list of early harvest products of the trade in goods is based on the customs import tariff of their respective customs.

On the mainland of China, in 2009, the total number of HS 8 bit codes was 7868, of which 6685 were industrial products; in terms of Taiwan, the total number of HS 8 bit codes in 2009 was 8730, of which 7145 were industrial products.

Two. Summary of early harvest product list of ECFA trade in goods

(1) number and scale of items

The number and scale of early harvest products in 1.ECFA trade is calculated on the basis of the 2009 tariff and trade data exchanged between the two sides on first official consultations in January 26th 99.

2. according to the customs import tariff and trade data of the mainland of China in 2009, the mainland agreed to list 539 items of early harvest products for tax reduction in Taiwan. The amount of imports from Taiwan in 2009 was 13 billion 840 million dollars, accounting for 16.1% of the amount of imports from mainland China from Taiwan.

3. according to the customs import tariff of Taiwan in 2009, Taiwan agreed to take 267 items of the early harvest product tax reduction on the mainland of China, accounting for 2 billion 860 million US dollars in the amount of imports from the mainland of China in 2009, accounting for 10.5% of the total imports of Taiwan from the mainland of China in 2009.

4. the number of items and trade scale of early harvest products on both sides of the Straits were about 1:2 and 1:5 respectively.

(two) mainland China agrees to make a list of early harvest products for tax reduction in Taiwan.

L. agricultural products (18 items):

They include other live fish, other fresh fish, other frozen frozen fish, fresh turtle eggs, fresh orchids, Flammulina velutipes, bananas, oranges, lemons, Hami melon, pitaya and tea.

2. petrochemical products (88 items)

(1) basic raw materials: aviation kerosene, lubricating oil, propylene, isopropyl alcohol, xylene, vinyl chloride, two phenyl octyl two formate, etc.

(2) special chemicals: surfactants, carbon black, resins, adhesives and adhesives;

(3) plastic raw materials: polypropylene (PP), styrene polymer (PS), acrylic acid copolymer, poly four methylene ether glycol, polycarbonate, polyimide, other olefins and so on.

(4) plastic products: plastic sheet, plate, film, polymethyl methacrylate board, vinyl chloride polymer plate, artificial leather and so on.

3. mechanical products (107 items):

(1) machine tools: CNC horizontal lathe for cutting metal, CNC lathe for cutting metal, CNC drilling machine for cutting metal, CNC surface grinder, grinding machine, grinding wheel, polishing machine, slotting machine, broaching machine, sawing machine or cutting machine, Longmen planer, forging or punching machine and forging hammer, non NC punching, slotting machine, punching shear dual-purpose machine and machine tool parts, etc.

(2) industrial machinery: paper processing machinery, textile machinery, printing machine, paper machine, rubber plastic processing machine, filter, heat treatment machinery and lifts.

(3) other machines: pumps, fluid drive machines, rolling presses, etc.

(4) mechanical components: valves, mechanical tools, mechanical components, compressors, fans and bearings.

4. textile products (136 items):

(1) middle and upper reaches of textile industry: cotton yarn, cotton fabric, cotton and chemical fiber blended fabric, cotton blended fabric, synthetic cotton fabric, regenerated fiber cloth, synthetic fiber cloth, synthetic fiber yarn, synthetic fiber cotton, synthetic fiber cotton yarn, regenerated fiber cotton yarn, synthetic fiber cotton shuttle fabric, regenerated fiber cotton, synthetic fiber cotton shuttle fabric, regenerated fiber cotton shuttle fabric and chemical fiber filler.

(2) textile downstream: special textiles, knitwear, buttons, wipes, other fabrics and nonwoven fabrics.

(3) textile products: bags, shirts and pullovers, swimsuits, socks, underwear and towels.

(4) footwear: outsole, rubber or plastic sole and heel, footwear parts, etc.

5. means of pport (50 items):

(1) automobile: automobile components;

(2) bicycle: Bicycle and spare parts.

6. other products (140 items):

(1) steel: hot-rolled coil, non alloy steel cold-rolled coil, steel wire, stainless steel, etc.

(2) cement: cement clinker and white cement;

(3) dye pigments: acid, direct, reactive dyes and products, titanium dioxide and so on;

(4) sports equipment: other golf equipment;

(5) medical equipment: artificial joints, fitness and rehabilitation equipment.

(6) instruments: measuring instruments, etc.

(7) die: metal drawing die, metal mould, injection mould or die.

(8) metal products: aluminum and aluminum products; copper and copper foil products; {page_break}

(9) glass: LCD glass;

(10) rubber: automobile, bicycle and motorcycle tires;

(11) lacquer and ink: paint, varnish, other printing ink, etc.

(12) electronic: cameras, projectors and other objects, other cameras and other optical components, microphone and its frame, audio amplifier, other video recording modules and parts, video cameras, digital camera parts, discharge lamps, other electronic tubes, rare earth permanent magnets, other metal permanent magnets, etc.

(three) Taiwan agreed to the list of early harvest products for tax reduction in mainland China:

1. petrochemical products (42 items):

(1) basic raw materials: oil, including creosote, fuel oil and petroleum coke; petrochemical raw materials include formic acid (formic acid), acetic acid (acetic acid), ethyl acetate, etc.

(2) special chemicals: adhesives and adhesives, carbon black, surfactant, resin, etc.

(3) plastic raw materials include polymers of other olefins (PP), acrylic polymers, polycarbonate and so on.

2. mechanical products (69 items):

(1) other machines: hydraulic cylinder, pneumatic cylinder, pump, water jet or sand blaster, fluid drive, office machine, etc.

(2) mechanical components: mechanical cutters, compressors and fans, mechanical components, valves, bearings, gasket or similar gasket.

(3) industrial machinery: heat treatment machinery, filter, paper processing machinery, other printing machines, textile machinery, rubber / plastic processing machines, etc.

3. textile products (22 items):

(1) middle and upper reaches of textile industry: cotton yarn, cotton fabric, synthetic fiber yarn, synthetic fiber cotton, etc.

(2) textile downstream: nonwoven fabrics, knitted fabrics, nylon, PU synthetic leather and other fabrics.

4. means of pport (17 items):

(1) other vehicles: baby carriages and their parts;

(2) bicycles: bicycles and their components.

5. other products (117 items):

(1) chemicals: inorganic chemicals, organic chemicals, Shower Milk and other miscellaneous chemicals including activated carbon, rosin and resin acids, other catalysts and chemicals, etc.

(2) dyeing pigments: acid dyes and other synthetic organic pigments;

(3) sports equipment: other golf equipment, other balls, general physical equipment, gymnastic or sporting goods and equipment.

(4) instruments: parts of instruments or appliances;

(5) die: extrusion die, cold pressing and stamping sheet metal punching machine and die, metal injection mold or compression, other rubber or plastic mold;

(6) metal products: refined copper tubes, aluminum plates and other lead plates, flat strips and foils;

(7) rubber: passenger cars, buses, bicycle tires, etc.

(8) glass: other lead crystal glass, road signs, signal glass, etc.

(9) amusement equipment: amusement facilities for other amusement parks, such as turntable, swing platform, shooting range and other amusement parks.

(10) Electronics: permanent magnet, TV camera, light bulb and electron tube, objective lens, additional lens, optical component, chandelier and electric lighting fittings for TV or movie camera or projector.

(11) motors: explosion-proof motors, other motors, other switching power supplies, manganese dioxide dry batteries, batteries, fuse devices, etc.

(12) miscellaneous products: eyeglasses, watches, thermos flasks and other vacuum insulation containers, brooms or brushes, parts for drawing, toothbrushes, ballpoint pens, pencils and crayons.
