How To Establish And Improve Cotton Quality Standard And Testing System

However, with the continuous improvement of cotton industry opening degree, it is particularly urgent to establish and improve the cotton quality standard and testing system based on instrumental inspection.

Analysis of cotton standard development

Since the reform and opening up, China's cotton standards have been revised two times. The first revision was July 2, 1999, and the national quality and Technical Supervision Bureau approved the GB1103 - 1999 national standard of cotton fine staple cotton with the approval letter No. [1999]99 of quality technical supervision. Since September 1, 1999, as a mandatory national standard, it has replaced the national standard of cotton fine staple cotton released in 1972.

In order to meet the needs of cotton production, circulation and textile development in September 2003, the State Council approved the "cotton quality inspection system reform plan". The main contents are: carrying out notarization inspection in the processing links; carrying out instrumented scientific examination with the rapid testing instrument; setting up the quality standard for testing cotton by instruments; adopting the universal cotton bag type; regulating the weight of the cotton bags; carrying out the information by package coding; developing the cotton specialized storage; and reforming the notarization inspection management system.

In order to better implement the cotton quality inspection system reform plan and ensure the smooth implementation of the reform, the relevant departments of the state attach great importance to this work, and have formulated the "quality standard for testing cotton (Draft)" and "cotton quality certification examination technical specification (Trial Implementation)". However, there are some problems in the implementation of GB1103 - 1999 and related technical specifications in cotton circulation, which are mainly manifested in: the cotton color characteristic grade of HVI test is not consistent with the cotton rank of sensory test, and the average length of the upper part of HVI test is inconsistent with the length of hand pull. This will affect the cotton trading settlement, and is not conducive to the reform of cotton quality inspection system.

To this end, in 2007, the State Administration of quality supervision, inspection and quarantine and the State Administration of standardization approved the issuance of the national mandatory standard for GB1103 - 2007 cotton fine staple cotton and implemented in September 1, 2007. The introduction of this standard marks a leap from sensory testing to instrumental testing.

It is based on China's national conditions, takes full account of the current situation of cotton production and circulation, and actively connects with the international market to meet the demand of textile enterprises for cotton use, and points out the direction for the reform of cotton quality inspection system.
