This award marks the further improvement of the comprehensive strength and modernization level of Quanzhou. The overall level of informatization occupies a leading position in the similar cities of the country. It is of great significance to enhance the brand value of Quanzhou's cities, better display the modern Quanzhou's elegant demeanor, and further promote the construction of "digital Quanzhou" from a higher starting point.

Ten years to build up "digital Quanzhou"

On the 25 day, a good news came from the 2010 China city information summit held in Shenyang. Quanzhou ranked among the top 50 in the second China's urban informatization.

Quanzhou's urban informatization construction has gone through three stages.

From 1999 to 2001, we began planning and launching pilot projects. From 2002 to 2008, we focused on basic upgrading and key application breakthroughs. Since 2008, the municipal Party committee has taken the reform of information management as a major reform.

We should adjust and set up the leading group of informatization work in Quanzhou and set up the Quanzhou Information Administration Bureau; information technology will be more widely applied in the fields of government affairs, enterprises and society; the top-level design of e-government, the "two integration" and "digital city" and other provincial pilot projects will be progressively promoted; the implementation of the "Quanzhou electronic information industry adjustment and revitalization implementation opinions" has been implemented; the electronic information industry will flourish; the informatization development environment will be further optimized, and the support and boosting role of information technology for the construction of modern cities will become increasingly apparent.

Infrastructure continues to improve

In recent years, with the rapid development of information infrastructure in Quanzhou, a modern communication network covering villages and towns (including administrative villages), advanced technology and diversified services has been built, and all indicators such as computers, telephones, digital TV and wireless internet access, and Internet users are among the highest in the country.

In the past five years, the proportion of employees in the information service industry accounted for 5.71% of the total number of employees in the city, and the information payment ability of the public has been increasing.

Information resources census and integration work has been carried out effectively, and the level of comprehensive utilization of information resources has been further improved.

Deepening development of public management and service

The E-government led by the government is striding forward, boosting the government's innovation management, standardizing the right to use, sunshine governance and efficient service.

At present, 1200 units in the city have access to the government intranet, accelerating the sharing of government information and office coordination. As of the end of 2009, the government has voluntarily disclosed 68 thousand and 900 government information.

The unified online examination and approval platform, floating population management platform and administrative enforcement information platform have been completed, and the business information system construction of water conservancy flood prevention, government procurement, electronic port, emergency command and other departments has been fully rolled out.

Information technology in the field of social management has been steadily advancing, and the social security card information system has been rapidly constructed. The issuance of social security cards is expected to be completed by the end of March next year.

The residents' health information system has been started, and the construction of community service network platform has made progress.

Urban management informatization has made substantial breakthroughs, and digital city has seen its embryonic form.

The grid city management information system of Jinjiang has been put into trial operation. It has taken the lead in realizing the digitalization, gridding, refinement and visualization of urban integrated management in the whole province, and the pilot work in urban areas has been accelerating.

We have selected the pilot cities of the Digital City Geospatial Framework Construction in China, and further accelerated the construction of the geospatial basic database.

The application level of enterprise informatization and e-commerce has been significantly improved.

Our city has actively carried out the pilot work of "integration of informatization and industrialization" in the province, and built "the key cities of manufacturing informatization in China".

"Thousands of businesses online", the city's e-commerce coverage reached 65.3%, e-commerce pactions accounted for 18.6% of the city's total volume of merchandise pactions.

The "Internet investment fair on the west coast of the Straits" has been held for the 7 time so far, forming an e-commerce platform with larger regional influence, which has strongly promoted the development of regional e-commerce.

The electronic information industry has been listed as one of the five emerging industries in our city by the municipal Party committee and the municipal government.

In recent years, the electronic information industry in our city has developed rapidly. In 2009, the city's electronic information industry achieved an output value of 11 billion 480 million yuan, an increase of 23.4% over the same period last year, planning and construction of 7 professional parks, such as Quanzhou Software Park, and the rapid development of the special information industry, such as microwave communication, solar photovoltaic and animation, and the rapid development of soft parts and information services. "Quanzhou Microsoft technology center" was established last year, and it is the only technical institution established by Microsoft Corp in the prefecture level cities of China.
