National Development And Reform Commission: Provinces To Start Low-Carbon Pilot Work, Emission Reduction Policies Have Been Introduced

The 18 day pilot meeting announced that the pilot work was officially launched.

The national development and Reform Commission website announced on August 10th that the Committee issued the notice of the national development and Reform Commission on the pilot work of low carbon provinces and low carbon cities in July 19th.

According to this circular, eight cities in Guangdong, Liaoning, Hubei, Shaanxi, Yunnan and five provinces, Tianjin, Chongqing, Shenzhen, Xiamen, Hangzhou, Hangzhou, Hangzhou and Hangzhou will conduct low-carbon pilot work first.

The pilot work of these provinces and cities includes five specific tasks: to formulate low-carbon development plans, formulate supporting policies supporting low-carbon green development, accelerate the establishment of an industrial system characterized by low carbon emissions, set up a data statistics and management system for greenhouse gas emissions, and actively advocate low-carbon green lifestyle and consumption patterns.

The circular said that the low-carbon pilot work is related to the overall economic and social development. Therefore, the pilot area should establish a working mechanism that the main leaders are responsible for the overall work, and should also work out the implementation plan and submit it to the national development and Reform Commission by August 31st.

Moreover, the NDRC will establish a liaison mechanism with the development and reform departments in the pilot areas, and regularly assess the progress of the pilot projects.

This has been the sixth substantive action of energy saving and emission reduction promulgated by the relevant functional departments of the state since August.

Especially in August 3rd, the National Bureau of statistics, the national development and Reform Commission and the State Energy Bureau jointly announced that after the first half of this year, the energy consumption per unit of GDP increased by 0.09% in China.

Together with the first batch of energy-saving vehicle promotion catalogue published in August 1st, the energy saving and emission reduction has become a major focus of national work.

At the 2010 China low carbon development forum held on 18 th, Jie Zhenhua, deputy director of the national development and Reform Commission, said that China will take a series of positive policies and measures in the future, vigorously eliminate backward production capacity, implement ten key energy-saving projects, and promote energy conservation and emission reduction.

Third, we must pay close attention to the management of energy conservation and consumption reduction of enterprises, and set up a series of energy management systems to put forward requirements for energy management of enterprises.

Fourth, we should promote the energy efficiency of key industries and key enterprises, and take the international advanced level as the standard to find out the gaps and propose measures.

This system requires that within six to eight years, all enterprises must achieve the advanced level of the industry in terms of energy conservation and emission reduction through pformation.
