Appropriately raising the wages and salaries of textile and silk production workers is one of the measures to stabilize the workforce and ensure the sustainable and stable development of the textile and silk industry.
All regions and departments concerned should strengthen leadership, carefully organize, study possible problems, do well in Ideological and political work of staff and workers, and do things well in a planned and orderly way.
The specific implementation measures were put forward by the Ministry of textile industry and China silk company and approved by the Ministry of labor and personnel.
Instructions for improving wages of textile and silk workers
In compliance with the instructions of the leading comrades of the State Council, the State Economic Commission, the Ministry of finance, the Ministry of labor and personnel, the Ministry of textile industry and the China silk company jointly studied the questions raised by the Ministry of textile industry on the urgent report on improving the wages, welfare benefits and working conditions of textile workers as soon as possible to stabilize the front-line production workers and the request for improvement of the labor conditions and the restoration of post wage system in the silk industry.
It is agreed that since the founding of the people's Republic of China, the workers in the textile and silk industry have made great contributions to China's socialist construction.
But in recent years, the front-line production workers of the enterprises have been outflowing, and the old ones are not steady.
The reasons for the instability of front-line workers are manifold, mainly due to the poor production environment, strong labor intensity and relatively low wages.
In order to stabilize the workforce in the textile and silk industry and ensure the sustained and steady development of the production, the study suggests that we should appropriately raise wages for the front-line production workers, and take the following measures as follows:
1. Since 1986, the new five post post wage system has been introduced to the front-line production workers in textile and silk enterprises.
The post wage standard of one to five posts, that is, the standard of wages for workers in large and medium sized enterprises issued by the Ministry of labor and personnel (31), two, six, half, six, five, half, five, four and half of the two industries.
The implementation of post wages, the adoption of a gradual pition of assessment method, that is, one or two or three gang workers, after the expiration of the skilled, starting from the sixty percent of the post wage, after a balanced increase year after year, fifth years to achieve the post wage standard; four or five workers, after the expiration of skilled, third years to achieve the post wage standard.
In the future, the wage added to the new five post post standard wages will be increased, the entry cost will be allowed, and the amount of capital added into the cost will be calculated by the local textile and silk industry departments according to the actual situation, and approved by the local finance, labor and personnel departments.
When implementing the post wage system for front-line production workers, it is necessary to pay attention to the wage relationship between the two or three line workers who are in line with the implementation of the grade wage system, and make proper arrangements according to the relevant regulations of the state so as to avoid a new contradiction between the wage distribution between the front-line workers and the two or three line workers.
Two, appropriately raise the standard of night shift allowance for textile and silk production workers.
Among the workers in the production line, ninety percent are women workers, who do three shifts all year round, and labor is intense.
At present, the allowance for night shift in textile enterprises is low and should be appropriately raised.
The increase of allowances should be balanced with the production workers in other industries, and the people's governments of all provinces, autonomous regions and municipalities directly under the central government shall make provisions according to local conditions.
Three, in order to encourage the advanced, we can select individual and conditional textile and silk enterprises to carry out the pilot work of checking the total amount of wages approved according to the standard wage.
Four, we should appropriately increase the depreciation rate of fixed assets in the textile and silk industry and reduce the tax of some enterprises.
The technical pformation task of the textile and silk industry is heavy, and the tax rate is high, the profit margin level is low, and the self pformation ability of the enterprises is poor.
In order to speed up the pace of technological pformation, special attention should be given to the textile and Silk Industries in the implementation of classified depreciation and tax reduction and exemption.
Since 1986, the textile and silk industries have all been classified depreciation, and the cotton textile and printing and dyeing industries have been exempting from the adjustment tax of enterprises with good efficiency, high base, large debts and heavy tasks, and enterprises that have been included in the "three main" (coastal, light textile, export oriented) pformation planning enterprises and the silk industry.

About employment system.
In view of the difficulty of recruiting workers in textile and silk enterprises at present, allowing textile and silk enterprises to recruit workers in the designated personnel, they can first recruit them in towns and towns, and recruit them in the countryside when they are unable to recruit enough.
Workers who are newly recruited in towns or in rural areas must sign contracts with enterprises and implement the labor contract system.
