The house of Representatives passed the H.R. 3116 act in September 15th to expand the appendix (DFARS) of the federal defense procurement rules.
Berry amendment bill
"Berry Amendment" requires that the pport safety authority and the coast guard must buy 100% of American made textiles and clothing unless they are produced in the United States or are unable to be purchased at reasonable prices and time.
The Berry Amendment Act hopes to extend the requirement to other institutions in the United States, including the Department of homeland security, the WTO government procurement department, and so on.
Senators said they would discuss the legislation in the near future.
The house of representatives also asked for a separate measure to require the federal government to buy 100 percent of the US made American flag or use 100 percent of the materials that are grown, produced and manufactured in the United States.
According to the regulations, the US flag Act (H.R. 2853) will not allow the federal flag to be manufactured by other countries.
The bill will come into effect 180 days after the announcement.
It is reported that the mainland China is the largest supplier of American flag in the world. Between January 2010 and July, it accounted for 95% of the market share and second of Hongkong accounted for 3%.
The mainland of China sold 6 million 300 thousand flags in 7 months, worth 2 million 100 thousand US dollars, 2 million 500 thousand US dollars compared to 6 million flags of 2009.
