Nantong Quarantine Bureau's "Five One" Measures To Improve Children's Clothing Quality And Export Protection

In recent years, the export of children's clothing in China has been frequently asked to recall by the European and American countries on the basis of quality and safety problems. This has caused huge losses to the export of children's garment processing enterprises in China, and has also seriously affected the international reputation made in China.

In June 7th this year, the Nantong Bureau chose the Pago dress (Nantong) Co., Ltd., which has advanced management mode and successful management experience, as the first export children clothing production demonstration enterprise in Nantong, and organized nearly 18 children garment production enterprises responsible for nearly 30 people to visit and study.

Through organizing visits to production site management, inviting demonstrative enterprise managers to impart management experience and other forms, further enhance the sense of legal system and self check consciousness of enterprises' leaders, and bring the whole industry together to improve the overall quality management of children's clothing in Nantong area.

In recent years, the trade friction caused by chemical safety of excipients has occurred in recent years, such as forbidden azo dyes, zippers and buttons.

However, the quality problem of paving material is easily ignored by production enterprises.

In response to this problem, the Nantong Bureau organized a special inspection of accessories for children clothing manufacturers in the area in August.

A total of 35 excipient samples from 20 children clothing manufacturers were selected, including sewing thread, embroidery thread, lace, ribbon, metal buttons, metal zipper, etc., focusing on heavy metals, banned azo dyes and formaldehyde items.

Among them, 16 samples were forbidden to detect azo dyes, 3 of them were found to contain banned azo dyes, and the rate of rejection was 18.75%. When 22 samples were tested for formaldehyde, it was found that the formaldehyde content of 1 samples exceeded the standard and the unqualified rate was 4.55%.

Through special tests, the quality problems of children's clothing were discovered in time, and the relevant enterprises were ordered to rectify the problems found in the time limit, so as to eliminate the potential quality problems in children's clothing and ensure the quality and safety of products.

In order to effectively solve the outstanding problems of inadequate coverage caused by insufficient human resources and effectively enhance the effectiveness and pertinence of inspection and supervision, the Nantong Bureau jointly develops the quality information data acquisition platform of the inspection enterprises jointly with the clothing leading production enterprises and the inspection industry.

At present, the project has applied for the provincial and State Bureaus, and has invited the business representatives to carry out 1 intensive discussions on basic data sources, format requirements, processing methods and presentation results, and formed a preliminary plan for system construction.

After the completion of the system, it will play a great role in improving the efficiency of inspection and quarantine, monitoring the pertinence, and fully mastering the quality information of textile products, and further improving the inspection and monitoring to ensure the quality of export products.

In the first half of this year, the Nantong bureau took advantage of the annual meeting of quality supervisors of export garment manufacturers in 2010, and conducted quality training for nearly 1000 quality supervisors.

Through case analysis, physical explanation, interactive consultation and on-site assessment, the relevant regulations and standards at home and abroad, the quality and safety control of children's clothing and the knowledge of mechanical safety inspection are introduced in detail in the training.

It has effectively improved the ability of enterprises to identify product risks, enhanced the ability of self-examination and self-control of enterprises, and further improved the quality of clothing exported to children.

In May, the Nantong Bureau launched nearly 100 quality supervisors and heads of children's clothing manufacturers in the area to carry out the activities of exporting children's clothing quality and safety standards.

The Bureau will collect free copies of the United States and European Union's requirements for the recall of Chinese children's clothing products, the management system and experience of successful enterprises, the standards of major importing countries and regions, etc., and distribute them to enterprises at the same time. At the same time, it will carry out on-site technical guidance to help enterprises further improve quality supervision and effectively improve the quality of children's clothing exported.

According to statistics, in the first three quarters, Nantong exported 4180 batches of children's clothing, with a value of $89 million, up 23.9% and 18.7% compared to the same period last year. No case was returned or recalled by foreign countries.
