According to the circular, the agricultural development bank at all levels should fulfill the policy bank's functions and resolutely carry out the national cotton market regulation and control policy. We should properly arrange the capital plan to ensure that the acquisition funds are in time and in full.

The local people's governments in the cotton producing areas should carefully formulate plans for the acquisition of funds and actively coordinate financial institutions to provide financial services for the acquisition of new cotton, so as to avoid the blank points in the supply of acquisition funds and the issue of "ious".

In the cotton producing area, the government should strengthen the guidance and management of the large cotton enterprises in the jurisdiction and standardize the business operations of the enterprises.
