Australia Issues New Import Conditions For Finishing And Deep Processing Of Plant Fiber Products
In September 24th, the Australian quarantine and Quarantine Bureau (AQIS) issued a quarantine warning (PQA0691), which announced the new import conditions for processed and deep-processed plant fiber products. Imports of such plant fiber products no longer require import licences.
The finishing and deep processing of plant fiber products do not have the quarantine risk of dry plant fiber products, and are easy to distinguish from unprocessed or partially processed plant fibers. These products have been treated by mechanical and chemical processes, such as bleaching or dyeing. Finishing and deep processing of plant fiber products include textiles, hats and home decorations.
The acceptable handling of such products must be visually verified.
For example, the description of "boiling in water or drying in the furnace" can not be verified intuitively, and import licensing evaluation is required.
The import conditions of the plant fiber products, such as the dry plant fiber products, which are not processed and processed in deep processing, can be referred to the applicable import conditions.
The specific terms of the new import terms are as follows:
I. non-commercial import conditions
1. No import license is required.
2. No entry quarantine is required.
3. Each batch of goods must be inspected at the time of arrival so as to determine the extent of their processing and do not carry seeds, live insects, soil and other quarantine risk materials without entry.

Two, commercial import conditions
1. No import license is required.

The disposal of live insects must be carried out before any other necessary processing. The cost of processing is borne by the importer.
10, if any other contaminants, such as soil or African snail, are found in the inspection process, the goods will be temporarily withheld and AQIS approved methods will be used to remove pollutants or deal with them (if practicable), or goods will be required for re export or destruction, and the cost will be borne by importers.
