Politburo: &Nbsp; Implement Proactive Fiscal Policy And Prudent Monetary Policy.

The Political Bureau of the CPC Central Committee held a meeting in December 3rd to analyze and study next year.

Hu Jintao, general secretary of the CPC Central Committee, presided over the meeting, Xinhua reported.

The conference pointed out that China will maintain steady and rapid economic development next year with many favorable conditions, but it will also face many difficulties and challenges.

The meeting stressed that doing a good job in economic and social development next year is of great significance for the "12th Five-Year".

We must correctly grasp the new changes and new features of the situation at home and abroad, accelerate the pformation of the mode of economic development as the main line, implement a proactive fiscal policy and prudent monetary policy, enhance the pertinence, flexibility and effectiveness of macroeconomic regulation and control, speed up structural adjustment, vigorously strengthen independent innovation, earnestly carry out energy conservation and emission reduction, deepen reform and opening up, strive to protect and improve people's livelihood, consolidate and expand the response to the impact of the international financial crisis, maintain steady and rapid economic development, and promote social harmony and stability.

The meeting pointed out that next year we should continue to strengthen and improve macroeconomic regulation and control, co-ordinate the current and long-term, and grasp the key points, intensity and rhythm of policy implementation. We should solve the outstanding problems and promote the solution of deep-seated contradictions and potential risks, so as to lay a good foundation for long-term development.

The meeting pointed out that we should further expand domestic demand, especially consumption demand, strive to increase the income of the middle and low income masses, actively expand the consumption of commodities, vigorously expand the consumption of services, give play to the guiding role of government investment in economic structural adjustment, promote steady growth and structural optimization of social investment, prevent unauthorized paving and blind duplication.

The meeting also put forward specific requirements for agriculture, industrial restructuring, energy saving and emission reduction, foreign trade and urbanization.

It is necessary to push forward the reform of key areas and key links, actively promote the reform of fiscal, taxation, financial and investment systems, deepen rural reform, and do well in the pilot work of comprehensive supporting reforms.

The meeting pointed out that we should vigorously protect and improve people's livelihood, adhere to a more active employment policy, promote balanced development of education, strengthen the construction of weak links in social security, basically accomplish the 3 year key tasks of the reform of the medical and health system, continue to deepen the reform of the cultural system, vigorously promote the development of cultural prosperity, increase the construction of affordable housing projects, do a good job in post disaster recovery and reconstruction work, do a good job in safety production and strengthen social management.
