Competition, China's manufacturing enterprises adopt international standards and advanced foreign standards.
The statistics of quality information network of 1000 key industrial enterprises in China showed that the proportion of output value of China's manufacturing industry using international standards and advanced foreign standards was 63.13%, which was 4.02 percentage points higher than that in 2008. In 29 manufacturing industries, the output value of 25 industries adopting international standards and advanced foreign standards reached over 50% of output value in 2009.
Two, compliance quality improved significantly.
The average sample pass rate of the 141 category and more than 21300 batches of the annual product quality supervision is 87.8%, which is 3.3 percentage points higher than that in 2008.
In the export commodities, the proportion of the unqualified goods exported to the export value decreased from 0.21% in 2008 to 0.11%, and the proportion of food and cosmetics failed to be reduced from 0.28% to 0.23%.
Three, R & D investment continues to increase, and the capability of independent innovation and new product development is constantly improving.
The expenditure of research and development (R&D) for large and medium scale manufacturing enterprises in China is more than 300 billion yuan, an increase of 18.32% over 2008, and the proportion of main business income increased from 0.96% in 2008 to 1.07%.

The total sales revenue of new products totaled about 5700000000000 yuan, the growth rate was 13.70%, and the sales revenue of new products accounted for more than 20% of the main business income, which was 1.42 percentage points higher than that of 2008.
From the perspective of the 29 manufacturing industries, the quality competitiveness index of the 22 industries has increased.
And maintain stable growth in the industry: communications equipment, computers and other electronic equipment manufacturing industry 87.70, 0.75 higher than in 2008; electrical machinery manufacturing industry 85.69, increased by 1.28; 84.96 of the special equipment manufacturing industry, increased by 0.94; the general manufacturing industry 84.29 increased 0.76; ferrous metal smelting and calendering processing industry 84.26; 0.97; pportation equipment manufacturing industry 84.11; increased 84.11; instruments and culture, office machinery manufacturing industry, improved; chemical raw materials and chemical products manufacturing industry increased; the quality competitiveness index is at a high level.
From the perspective of manufacturing in 31 provinces, autonomous regions and municipalities, the index of quality competitiveness in 19 regions has increased, and the number of provinces, autonomous regions and municipalities directly under the central government has reached 18 points with a score exceeding 80.
Among them, Shanghai, Beijing, Guangdong, Tianjin, Jiangsu, Hunan, Zhejiang 7 areas of manufacturing quality competitiveness index of more than 85 points.
The quality competitiveness index of manufacturing industry in eastern, central and western regions is 85.10, 80.27 and 80.62, respectively, which increased by 0.06, 0.55 and 0.58 compared with 2008.
The results also reveal that there are still some weak links and unfavorable factors in the development of China's manufacturing quality competitiveness.
First, the quality cost control is weakened.
In 2009, the quality loss rate of the 1000 key industrial enterprises in China was 0.23%, an increase of 0.02 percentage points from 2008, and the external quality loss rate increased from 0.11% in 2008 to 0.14%.
The two is the continuous decline in investment in technological pformation.
Since 2005, the growth rate of technological pformation investment of China's large and medium-sized manufacturing enterprises is lower than that of sales revenue. The proportion of technological pformation funds in sales revenue has been decreasing, falling from 1.79%, 1.54%, 1.44%, and 1.37% to 1.15%.
Three, the growth rate of export trade is slowing down.
Affected by the financial crisis, the delivery value of large and medium-sized manufacturing enterprises in 2009 decreased significantly, the first decline since 2005, 13.17% lower than that in 2008, and the proportion of export delivery value to industrial sales value dropped to 19.67%, a decrease of 4.15 percentage points compared with 2008.
In addition to petroleum processing, coking and nuclear fuel processing industries, the proportion of exports of other industries has declined to varying degrees. Metal products industry, instrumentation and culture, office machinery manufacturing industry, handicrafts and other manufacturing industries, furniture manufacturing industries and other industries have dropped by 12.71, 10.81, 9.70 and 8.80 percentage points respectively.
Four, the fluctuation of quality competitiveness of some industries is increasing.
The quality competitiveness index of furniture manufacturing, metal products, rubber products, wood processing and wood, bamboo, rattan, brown and grass products, leather, fur, feather (velvet) and its products, textile, clothing, shoes, hat manufacturing and other labor-intensive industries declined, which decreased by 1.44, 0.79, 0.66, 0.46, 0.28, 0.13, respectively, compared with 2008.
China started the research and application of macro quality level evaluation in 2002. In 2004, it put forward a comprehensive quality evaluation index of manufacturing quality competitiveness index. From the macro level, it grasped the status, development potential, advantages and disadvantages of the national manufacturing quality level. Since September 2006, the first national quality competitiveness index of manufacturing industry has been released for the first time. After more than 4 years of evaluation, issuance and improvement, a working mechanism for evaluating and analyzing the quality competitiveness index of manufacturing industry in the country, industry and region has been basically established, and it has become one of the effective measures to implement the macro management of quality.
At present, our country is still in the critical period of continuing to deal with the impact of the financial crisis. It is also in the pitional stage of the ending of 11th Five-Year and the opening of 12th Five-Year. To further deepen the construction of product quality and promote the pformation of economic development mode is the proper meaning of quality work.
We should further promote the evaluation of the quality competitiveness, dynamically monitor the development and change of the quality competitiveness of the whole country and provinces, regions and cities, and issue the quality competitiveness index, which can guide and promote the local governments and industry departments to enhance the quality level of the region and the industry in a targeted way, and speed up the adjustment of the industrial structure and the pformation of the mode of economic development.
