According to the principle of obvious regional advantages, outstanding scale and centralized support, Shandong province has identified 23 key cotton planting counties such as Xiajin and other 6 cotton producing counties in Dezhou, Liaocheng, Jining, Heze, Binzhou and Dongying as the project area.

In the past 09 years, cotton seed subsidy has been covered by all kinds of seeds. Finally, the area of subsidy for improved varieties is 1367.816413 mu, and the subsidy fund is 20517.246195 yuan.

In the first three years, the subsidy method was the method of supplying seeds with different prices, namely, subsidized cotton farmers were purchased by the government.

In 2010, the cotton varieties subsidy method was adjusted, that is, the subsidy subsidy for the first three years was converted to the direct cash subsidy method to subsidize cotton farmers, and the subsidy area for the improved varieties of cotton was 1133.952457 mu, and the subsidy amount was 17009.28686 yuan.

Through the implementation of the improved varieties subsidy project in the past four years, the layout of the varieties has been optimized, and the cotton planting cotton input has been reduced. Basically, the government has achieved remarkable results in satisfying the farmers, satisfying the cotton farmers and satisfying the enterprises. It has promoted the steady development of cotton production in Shandong.

Two, implementation effect

In the past four years, the agriculture and finance departments of all provinces and municipalities, especially the municipalities and counties (cities and districts) attached great importance to and actively worked hard to supply the cooperation of various enterprises and relevant departments. First, the varieties in the project area performed well, and the cotton growers were satisfied.

The project has been invited to tender. In 2007, 14 varieties, 20 varieties supplied in 2008, and 33 varieties were subsidized in 2009. No matter whether they were hybrids or regular varieties, no matter which batches of enterprises, the overall characters of varieties, such as purity, insect resistance, disease resistance and high yield were good. The vast majority of cotton growers in the project area were glad to see that they were generally satisfied with the varieties supplied in the project area, and appreciated the work done by the government and seed businesses.

According to statistics, the output per unit area of cotton in the project area reached 84.5 kg / mu in 2008, higher than 10.7 kg / mu in the non project area, and the output increased by 14.5%, which led to the highest cotton production per unit in the province and 78.1 kg of cotton per mu.

The average price of the conventional cotton varieties is 16.57 yuan / kg, lower than the maximum price by 1.43 yuan / kg, and the winning price of hybrid cotton varieties is 60.73 yuan / kg, an average decrease of 9.27 yuan / kg over the maximum price limit.

Through government tendering, many intermediate links of seed sales have been reduced. The seed price of cotton farmers has been greatly reduced than that of the original retail price. The general hybrids are reduced by 40 yuan per kilogram, and the conventional cotton can also be reduced by 5-10 yuan, which indirectly saves seed expenses for cotton farmers, plus 15 yuan per mu, and the actual benefit of farmers in real acres is 25-30 yuan.

In 2008, through bidding, 20 reputable enterprises won the bid and 20 varieties were subsidized.

A total of 5 million 10 thousand kilograms of conventional cotton seeds were purchased. The bid price was 17.05 yuan / kg, which was 2.95 yuan / kg lower than the maximum price of 20 yuan / kg, and 613 thousand and 250 kg of hybrid cotton seed. The bid price was 64.17 yuan / kg, which was 15.83 yuan / kg lower than the maximum price 80 yuan / kg, and the total seed procurement link was saved by 24 million 500 thousand yuan than the budget.

A total of 1306.578375 kg of cotton seeds were purchased in 2009.

Among them, 66.96025 kg of hybrid cotton and 1239.618125 kilograms of conventional cotton seeds.

The average bid price of conventional cotton varieties is 16.91 yuan / kg, lower than the maximum price by 3.09 yuan / kg, saving 38 million 304 thousand and 200 yuan than the budget. The average bid price of hybrid cotton varieties is 69.12/ kilograms, which is 10.88/ yuan lower than the maximum price, and 7 million 285 thousand and 300 yuan less than the budget, which saves 45 million 589 thousand and 500 yuan in total.

In 2010, the subsidy amount was 17009.28686 yuan.

Three, we have promoted the layout optimization of varieties and purified the cotton seed market.

Through the implementation of the project, the regionalization of different varieties has been realized. The layout of the whole province has been optimized. In 2008, the top five cotton planting areas in Shandong province were 28, 15, 21, 27 and Zhong Zhi Mian 2, which accounted for 70% of the whole province, and the whole Province was about 3200000 mu of insect resistant hybrid cotton, accounting for more than 24% of the cotton field area.

The cotton farmers in the project area rely on the government's unified supply of seeds. The cotton farmers who sell their seeds and sell the seeds from the street peddlers are obviously less.

HD County of Zibo, Shandong province has not implemented the subsidy for improved varieties. The cotton planting area in the county is only 200 thousand mu, but there are hundreds of small peddlers selling cotton seeds in the county, and the cotton seed market is extremely chaotic.

At the same time, as cotton farmers rely on the government to supply their seeds uniformly, the cotton farmers who sell seeds and sell the seeds from the street vendors are obviously less.

In 2010, we organized experts and representatives of cotton research, teaching, seed management, technology extension and production management in the whole province to conduct demonstration and screening. Finally, we introduced 45 cotton varieties such as Lu Mian 28 and other 45 cotton varieties as the leading varieties of the central finance cotton extension promotion subsidy in our province in 2010.

Four, stabilizing cotton production.

The implementation of the cotton subsidy policy has effectively mobilized the cotton planting enthusiasm of the cadres and masses in the cotton area, and has played a positive role in stabilizing and developing cotton production in the whole province. In recent years, the cotton planting area in Shandong has been stabilized at 14 million mu and the total output of cotton is about 1 million tons in recent years. In 2008, under the impetus of the national cotton variety subsidy project, due to the effective measures and the more suitable climate, the cotton yield per unit cotton is 78.1 kg and the total output is 1 million 40 thousand tons.
