1.1 safety objectives

The annual safety production targets of enterprises have been decomposed and controlled in three levels. The Changzhou power supply company has established a process control method to achieve safety goals, and formulated 35 assessment rules. At present, a few workshops and teams are not accurate enough to locate safety targets, and the measures are lack of pertinence.

1.2 responsibility system for production safety

The leaders have done a lot of work in carrying out their own safety responsibilities; the standard of examination and evaluation requires that the "safety first responsibility person" inspect the production site of the 1 workshops on a quarterly basis for 1 times, and visit the production site at least 2 times a month, and make a good record. Judging from the records of the assessment, some of the above requirements can not be met; the safety analysis of the month should be held by the first person responsible for safety; some units sometimes fail to perform well; some site procedures are not timely enough to be revised, and the examination and approval procedures are not standardized; some of the drawings and materials for new commissioning equipment are not provided in time; the safety supervision departments take part in the design review of the engineering and technical pformation projects, the qualification examination and completion acceptance of the construction team, and some of them are not well executed; and some group safety activities are not sufficiently connected with reality. After the commentary, the safety production responsibility system of all units has been sound and at all levels.

1.3 check the scene against the violation.

The power supply companies adhere to the focus of production safety work on the production site and grass-roots teams and groups, and conscientiously carry out anti illegal activities. There are many good practices: the Suzhou power supply company has implemented safety supervision posts. In 2003, the total number of on-site safety inspector reached 10019 people, and the on-site inspection of 2883 people was conducted under the leadership, and 281 illegal products were detected and 2510 illegal workers were dealt with. The Nantong power supply company has extended the experience of Haian power supply company's "anti illegal closed loop control mechanism"; Changzhou power supply company has launched the production safety inspection team activity; Lianyungang power supply company has implemented the "on-site safety supervision duty system" every day; Yangzhou, Taizhou and other power supply companies' on-site safety inspection is persistent and strict, and the effect is good.

1.4 "two votes" implementation

The overall level of the implementation of the "two votes" implementation of the power supply enterprises in the whole province has been considerably improved, but the "two votes" issue is still the key work to be frequently grasbed in the future.

1.4. 1 "two votes" to fill in

(1) there are more problems in filling out the "two votes".

The name of the blackout line of a multiple circuit line is not uniform. Some of them do not fill in the double name of the power line, that is, the left line, the right line, the line and the offline line, and there is no line color code; the task is only to fill the pole tower, change the lever, pull the bar, adjust the phase, and adjust the arc sag. It does not specify which line, which phase line and base tower should be carried out. The safety measures should be taken in the power grid, some of them only fill in the name of the power outage line, do not fill in the switches and sluice which should be pulled out, and reserve the electrified lines or equipment that are not clearly known and set up on the same pole. Some of the work tickets, power lines, work areas, tasks and other columns are not standardized.

Specific areas and adjacent or cross the line, it is not specific.

(2) the location of the earthing wires on the work tickets of individual companies. After the trumpet bars are used and the large numbers of poles are filled, the terms are easily confused.

1.4.2 implementation of "two votes"

There is no ticket work in the implementation of the "two votes". When the ground is not connected, the work will be carried out. The work content exceeds the scope of the work ticket. The work permit is signed by the person without permission, the person in charge of the work and the issuer. The work ticket has not been filled in and terminated, the grounding line has been suspended, the grounding wire is broken, and the bolts have been loosened.

1.4.3 "two votes, the examination."

The "two votes" of each unit are of different sizes, but the "two votes" pass rate of less than 100% is very small, which means that the examination of the "two votes" needs to be strengthened.

1.5 live working

Individual units do not regard the work of zero measurement as live work; live working personnel have no approval procedures; they do not carry out technical examinations once a year; and no assembly drawings of live working tools and appliances.

1.6 environment

Lighting in some production areas of the substation is not bright enough; the lighting installation on the equipment frame is not easy to maintain; some production rooms and distribution rooms are leaking, wall paint is falling off, and the trench covers are damaged; the width of the protective rails of the overpass rails of the substation is less than 10 cm, which is not protected from the mesa clearance; there is no protective cage for the steel vertical ladder on the substation buildings; some units' toxic and hazardous substances workshops, oil laboratory, GIS room, etc., ventilation facilities do not meet the requirements, and they need to continue to rectify.

1.7 fire fighting

Some substations have no fire and water system, some fire water pressure is insufficient, and the fire equipment regular maintenance test work can not keep up; the fire work ticket system has been established, but the use is not widespread; some units did not list record room, dispatching, communication center and information center in the initial evaluation; some test rooms and warehouses, including small warehouse groups, mixed with pformer oil cans, diesel barrels, oxygen bottles, acetylene bottles, hydrogen cylinders, SF6 cylinders, and a small amount of paint, ethanol, xylene and other combustible materials, which are often neglected in fire inspection.

In the rectification work, the units have made great determination in the field of fire prevention and explosion protection, and have rebuilt, relocated and built warehouses that have not been solved for many years.

1.8 portable short circuit grounding wire

The main problems in the preliminary investigation and assessment are as follows: the conductor cross section of the ground wire is not checked by thermal stability; the conductor is broken, the sheath is damaged, and the connection is loose; the length of the insulation rod does not meet the requirements; the handshake demarcation line is not calibrated; the insulation rod does not carry out the pressure test; there are stacking and mixing phenomena in the custody; the individual product is unmanned network card, and the examination of the product purchase is not enough.

Before the review, all units carried out a comprehensive rectification. However, in the verification of the thermal stability of the grounding wire, the duration of short-circuit current of the grounding point of the short-circuit ground wire was not selected accurately, and the appropriate time was not selected according to the specific locations. The time should be the sum of protection trip time and switch action time.
