    Bai Ying, deputy director of the SASAC planning and Development Bureau, told the Securities Times reporter yesterday exclusive interview that participating in the construction of affordable housing will not slow down the withdrawal of non real estate enterprises.

    Recently, the SASAC issued a notice requiring five types of central enterprises to take an active part in ensuring housing construction.

    These five types of enterprises include not only real estate development enterprises, but also survey and design, engineering construction, building materials and mining enterprises.

    Therefore, some scholars worry that the central enterprises of the non real estate industry will take the opportunity to rearrange the real estate market, so that the real estate regulation policies will become out of shape.


    Bai Ying was interviewed by the Securities Times reporter during his tenth press conference yesterday.

    In response to the concerns of the above-mentioned scholars, Bai Ying responded that this would not disrupt the pace of the withdrawal of real estate from the real estate industry.


    In her view, the central enterprises to participate in the protection of housing construction and non real estate main industry, the central enterprises withdraw from the real estate business is two different problems, "the retreat must continue to retreat", will not support the central enterprises to participate in the construction of affordable housing to slow down the pace of withdrawal from the real estate business.


    Since last March, the SASAC issued a "recall order", the public attention to the real estate business of the non real estate main industry has been more than a year.

    During this period, COSCO, China aerospace, Sinopec, PetroChina and other 7 central enterprises pferred their shares of about 20 real estate subsidiaries, but there are still about 70 central enterprises whose more than 200 property companies have not yet withdrawn.


    For the implementation of the central enterprises equity incentive, Bai Ying said that the SASAC has already launched a pilot scheme to encourage dividends in the enterprises owned by the central enterprises of the Zhongguancun National Independent Innovation Demonstration Zone, and will further improve the policy on this basis, and gradually expand the scope of the pilot, and explore other incentives.


    Bai Ying said that implementing the strategy of scientific and technological innovation and the "going global" strategy are important contents for the implementation of the five major strategies of the central enterprises during the "12th Five-Year" period. The SASAC will intensify its efforts in these two areas.

    In terms of scientific and technological innovation, it is mainly to take effective measures to promote enterprises to increase investment in science and technology, optimize resource allocation, establish and improve R & D system, and improve system and mechanism, so as to comprehensively improve the technological innovation capability of central enterprises, and further strengthen the central enterprises.


    SASAC recently held the first meeting of the "going out" conference of central enterprises, which clearly will accelerate the pace of "going out" of central enterprises.

    In response, Bai Ying said that the SASAC is studying the Interim Measures for the supervision and administration of overseas assets of central enterprises, as well as the Interim Measures for the administration of state owned property rights of central enterprises, as a normative document for the supervision of overseas assets of central enterprises.

    She disclosed that the two documents had been included in the SASAC's legislative plan this year and will be introduced in the second half of the year.
