Experts believe that this year is likely to be the most difficult year since the big power shortage in 2004. At present, coal prices and grid construction lag behind the Yangtze River Delta.

The continuous rise in coal prices has led to the expansion of the power plant deficit.

The latest data show that the price of port coal in Bohai rim has risen for eight consecutive weeks. As the weathervane of China's coal market, Qinhuangdao port's power coal price has been renewed for two and a half years. At present, the price of all kinds of coal in Qinhuangdao has increased by 5 yuan per ton.

The continuous rising domestic coal price makes the coal-fired power plants in the coastal areas fall into a big loss of power generation.

Zhejiang province is experiencing the most serious electricity shortage in recent years.

"Only after a few years of relaxed life did I expect the electricity shortage to come again."

In the past two months, Li Jihong, director of Zhejiang electric power dispatching and communication center, is busy with the same thing almost every day: "dig up" the surplus electricity in the surrounding provinces and cities.

Although the daily electricity purchased by Zhejiang province has increased by half on the basis of the planned purchase of electricity, the power restriction on the sluice is still unavoidable. A large number of enterprises have to face the power restriction measures such as "three stops one" and "weekly stop two" at the beginning of spring.

According to Zhejiang Electric Power Corporation, the power gap of Zhejiang power grid during the summer rush season is 3 million -500 kilowatts.

Experts believe that on the one hand, Zhejiang's new power supply capability is far behind the increment of electricity demand.

In 2010, the newly installed capacity of Zhejiang province was only 830 thousand kilowatts. So far, no new units have been put into operation this year, and the electricity load increased from last March to 6 million kilowatts.

According to the existing power supply construction plan in Zhejiang, the installed capacity in 2011 is only 2 million 600 thousand kilowatts, and the gap is obvious.

On the other hand, the construction of Zhejiang power corridor is lagging behind, and some pmission and pformation projects are difficult to construct, which leads to the external electricity pmission. This also aggravates Zhejiang's power shortage.

In the construction of power corridor projects, there is a situation that the planned projects can not keep pace with market changes.

In the first half of 2010, Zhejiang reported to the relevant departments of the state the application for approval of the pmission project from Anhui to East. At present, the standardization construction of the line project Department of the electric power sector has been completed, but the approved approval has not yet come down.

"Electricity shortage predicament" warning economic restructuring is imperative

The "electricity shortage dilemma" must be solved outside the electricity market.

The industry believes that for all levels of government, the test of electricity shortage is a reminder of the urgency of its economic restructuring.

Statistics show that in the first quarter of this year, the total electricity consumption in East China increased by 14.9% over the previous year, exceeding the five year average in 11th Five-Year.

The responsible person of the China Electric Power Enterprise Federation said that at present, Zhejiang, Jiangsu, Jiangxi, Hunan, Chongqing and other places appeared the off-season power shortage before the summer peak. At the same time, Inner Mongolia, Gansu, Xinjiang and other places were faced with difficulties in power pmission.

According to Yang Zonglin analysis, China's existing power structure is mainly thermal power, and more than 80% of the power supply is thermal power.

From the perspective of electricity consumption, industrial electricity still occupies an absolute proportion.

Professor Yang Jianhua, director of the research center of Zhejiang Academy of Social Sciences, analyzed that in the first quarter, Zhejiang's fixed assets investment grew by 29% over the same period, and the added value of heavy industry increased by 13.7%, while that of high energy consuming industries, such as chemical and non-ferrous metal manufacturing, increased by 20%.

Reporters in Zhejiang Province, the largest proportion of industrial electricity consumption in the ten sectors of the electricity consumption table shows that the highest growth rate of electricity consumption from 1 to March this year is non-ferrous metal smelting and calendering processing industry, an increase of 73.17% over the same period, followed by non-metallic mineral products industry, an increase of 23.82% over the same period.

In the past few years, the state had called for the pilot of differential electricity price, and demanded punitive electricity prices for enterprises and industries with high energy consumption and industrial policies.

However, only 6 enterprises have been listed in the list of enterprise catalogues submitted by the local government to the power sector in Zhejiang.

A professional said that the directory of national industrial policy directories is only a basic threshold, and this threshold will eventually be set high and low. The right to speak lies entirely in the local government.

Experts believe that only by using administrative, economic and technological means to promote energy utilization and economic pformation and upgrading is the way of sustainable development of electric power.
