The Bureau issued the Interim Measures for software assets management of the central administrative units, according to the reporter of China News and publication, this is the first software asset management method of the party and government organs.

The director of the State Copyright Bureau said that the introduction of the measures is not only a major measure to implement the national special action against the infringement of intellectual property rights and the manufacture and sale of fake and shoddy commodities, but also to implement the State Council's requirements for promoting the protection of software intellectual property rights and strengthening software asset management, as well as the main content of establishing a long-term mechanism for software asset management.

With the progress of information technology, software as an important information carrier and management tool has been widely used in the work. The value of software assets, especially the high added value or the value of core management software, is getting higher and higher.

We must establish a long-term software mechanism in accordance with the requirements of the State Council and the relevant departments of the Ministry of Finance and the State Council, including the software asset management of institutions, formulate specific management measures for the links of software configuration, use and location, establish and improve the management mechanism of software asset classification and accounting, and explore the establishment of annual work mechanism for self inspection and reporting of software, so as to consolidate and maintain the results of software copyrighted work.

He said that another important aspect of establishing a long-term mechanism for software authenticity is to strengthen the management of software assets.

From the actual situation of asset management in the central state organs, most units do not manage software as assets. There are such problems as incomplete registration, inconsistent accounts, idle need, and arbitrary disposal.

Software assets have the characteristics of economic resources and monetary measurement which are common to assets. They also have the exclusive characteristics of no physical object, but with physical objects as carriers, easy copying, high intelligence input and long-term continuous investment.

Therefore, software assets are still managed as general fixed assets, while ignoring the particularity of software assets, they are no longer suitable for the application of software and the situation of software asset management.

As an important part of assets, software assets are different from other assets because of their particularity.

In view of this, the authority issued the notice on Further Strengthening the management of software assets in central administrative units in November 2010.

In May 19th this year, the measures were officially issued.

Experts believe that the measures not only regulate the software asset management work of the central administrative units, but also provide a good demonstration and reference for the party and government organs at all levels to standardize and strengthen software asset management.

Compared with the previous management system, the method, while grasping the general rules of asset management, pays more attention to the characteristics of software assets, defines the concept of software assets and the method of determining the value of entries, refines the management of software assets archives, emphasizes the planning, practicability and resource integration and utilization of software configuration, and defines the disposal conditions.

In addition, the measures also take into consideration factors such as credible entity, controllable behavior, reliable resources, reliable operation, and so on, and make requests for information security from aspects of software configuration, use, storage, maintenance and disposal.
