In June 8th, the national development and Reform Commission Industry Department held a news briefing in Beijing on the guidance list of industrial restructuring.

He Yanli, deputy inspector general of the national development and Reform Commission, and Xia Nong, deputy director of the national development and Reform Commission, have formally interpreted the importance and characteristics of the guidance catalogue of industrial structure adjustment (2011 Edition) since June 1st of this year.

He Yanli answered questions from reporters about the textile catalogue in particular.

Reporter: what are the specific guiding significance and role of the directory of industrial structure adjustment for the development of the textile industry?

He Yanli: in 2005, with the approval of the State Council, the national development and Reform Commission issued the guidance catalogue of industrial structure adjustment (2005 Edition) (hereinafter referred to as "directory (2005 Edition)").

As a guide to investment direction, the government manages investment projects and formulates and implements policies such as finance, taxation, finance, land, import and export. "Directory (2005 Edition)" has played an important role in guiding textile industry to enhance independent innovation capability, improve macroeconomic regulation and control, and promote industrial structure optimization and upgrading.

Reporter: why should we revise it?

He Yanli: Although the scale and international competitiveness of the textile industry have been growing, many contradictions accumulated over a long period of extensive development have not been fundamentally solved.

Irrational structure and relatively weak capability of independent innovation are restricting the further development of the industry. The constraints of resources and environmental factors on industrial growth are gradually intensifying, which will affect the sustainable development of China's textile industry.

In particular, the outbreak of the international financial crisis in 2008 has brought about profound changes in the global economic development mode. The development of strategic emerging industries has become an important part of the new round of commanding heights in economic and technological development.

China's textile industry in the post financial crisis era can not be high and new technology.

Reporter: what adjustments have been made to the new catalogue?

He Yanli: the guidance catalogue of industrial restructuring (2011 Edition) (hereinafter referred to as "directory (2011 Edition)") is maintained unchanged from the catalogue (2005 Edition), and is still divided into categories of encouragement, restriction and elimination.

Those categories that do not belong to the above three categories, but are in conformity with national laws, regulations and policies, are permitted to be excluded from the catalogue for the permitted category.

There are 44 entries under the textile category of catalogue (2005 Edition), including 12 items of encouragement category, 1 restricted items, and 32 entries.

After the revision, there were 54 entries under the textile category of the catalogue (2011). Among them, the encouraged entries merged, split and revised the original entries, adding 4 new articles, 14 articles; the restricted items adjusted the original 1 to the knockout class, adding 17; eliminated 1 items, added 14 items, and merged the original contents.

At the same time, great changes have been made in the sorting of items. According to the order of textile industry chain, the revised catalogue (2011 Edition) was reordered according to the order of upstream fiber raw materials, fabric processing and end product manufacturing.

Reporter: what are the characteristics of the revised catalogue (2011 Edition)?

He Yanli: the new catalogue has five main characteristics: first, striving to fully reflect the direction and content of technological progress, structural adjustment and industrial upgrading in the textile industry.

The category of encouragement listed in the catalogue is the direction of industrial upgrading of textile industry. This revision has added 4 items of high-performance fiber and products, new spinning technology, energy saving and emission reduction technology, and waste textile recycling and recycling, so that the encouragement category will more comprehensively cover the direction and scope of the pformation of industry growth mode.

Industries that are already saturated with domestic capacity will encourage content to be adjusted and improved according to the requirements of technological progress and industrial upgrading, and will not be encouraged to become generic and universal technologies and products.

Two, we should pay more attention to encouraging independent innovation.

The key links and important areas leading to scientific and technological progress in the industry can fill gaps in the domestic and meet the development needs of strategic emerging industries and seize key achievements and technologies in the world's textile technology commanding heights.

For example, the industrialization and application of hi-tech fiber and industrial textiles are key areas of technological innovation in textile industry, and also an important combination point between textile industry and strategic emerging industries.

Three is to pay more attention to the implementation of energy conservation and emission reduction and development of textile recycling industry.

In the revision of this catalogue, 2 items of textile encouragement items have been added, including items to encourage the popularization and application of textile cleaner production technology and the technology of waste textile recycling and reuse. The purpose is to improve the level of energy conservation and consumption reduction and clean production in the industry, encourage the development and application of low carbon and green textile processing technology, and gradually establish a recycling system for recycling textile products, develop textile recycling economy and improve the efficiency of comprehensive utilization of resources.

Four, we should pay more attention to the restrictive role of the catalogue in preventing low-level duplicated construction. We should speed up the pformation and elimination of backward processes and equipment through the directory.

At the same time, by adding restrictive and elimination items, the elimination of backward technology and equipment has been intensified, forcing enterprises to accelerate technological pformation and improve production efficiency and product quality.

Moreover, there are only 1 items of textile restricted items in the catalogue (2005 Edition). When the revision was made, it was pferred to the elimination category. In addition, 17 restricted entries and 14 elimination categories were added. All the new entries were the technology and equipment of high energy consumption and high water consumption in the textile industry which needed to be eliminated quickly.

The five is to strive for strict expression and clear demarcation.

All items listed in the catalogue are refined to specific products, technologies, processes and equipment in principle, and technical and economic indicators are as clear as possible to improve operability.

For example, the "high-grade textile production, printing and dyeing and finishing finishing" in the original entry will be divided into two parts: "high-grade textile processing" and "dyeing and finishing processing".

As an important comprehensive policy, the catalogue (2011 Edition) will play an important role in guiding the rational investment of textile industry, accelerating the promotion of independent innovation capability, and promoting the pformation of textile industry to resource saving, environmental friendly and sustainable development, and accelerating the elimination of backwardness, so as to promote China's pformation from a textile power to a textile power.
