Focus: The Biggest Electricity Shortage In Recent Years Has Affected Spinning Enterprises.
Since April this year, more than 10 provinces in the whole country have appeared the phenomenon of "power shortage" in the off-season.
It is predicted that this year's total electricity gap will exceed the worst in 2004. "Power shortage" has become one of the most serious social problems this year.
After the "labor shortage", the electricity shortage began to enter the field of vision.
Although enterprises have been accustomed to the power restriction measures, because of the shortage of electricity this year, they took measures to deal with the problem.
cost
It still has an impact, especially on the consequences of small and medium-sized textile and garment enterprises will be much more serious.
Recently, at the national summer TV conference on summer safety production held by the national Power Grid Corp, the director of the State Electricity Regulatory Commission Tan Rong Yao said that the country will enter the peak of electricity consumption in June, and the peak power gap is expected to reach 30 million kilowatts in the peak period.
In fact, in the past two months, there has been a rare phenomenon of "off-season" power shortage in some areas such as Zhejiang.
As a major power consumer, the textile and garment industry is also bound to be affected by this. Many enterprises are once again facing the electricity crisis.
Hunan power supply
Grim situation
With the increase of temperature, the power load of Hunan power grid is beginning to rise.
The largest power gap in Hunan power grid is more than 700 thousand kilowatts.
Hunan's "electricity shortage" directly affects some textile enterprises. Hunan's largest cotton textile enterprise Dongxin group has shut down 50% capacity from the end of April to May 15th. With the support of the provincial and municipal governments recently, the "power restriction" has been reduced, but the power utilization rate at the peak of electricity consumption is only about 80%, and production has been seriously affected.
Taoyuan Jie Xin Textile printing and dyeing Co., Ltd. shut down for 10 days from April 30th to May 10th, reducing output value about 14000000 yuan.
By the middle of May, the local government took urgent measures to support key enterprises to use electricity and pport coal from all parts of the country, thus reducing the supply of electricity coal.
Jie Xin also solved 1/5 of its production by autonomous power generation.
Electricity consumption
Problem.
Yiyang star hemp industry is the key demonstration enterprise of ramie degumming. When the "electricity shortage" came, it was supported by Yiyang and Yuanjiang municipal governments.
The Yiyang municipal government has also reduced the loss of the power plant through the special subsidy to the power plant, and has excavated the power generation potential of the power plant.
With the advent of the hot summer season, Hunan textile enterprises are making preparations for meeting the new "electricity shortage", so as to economize on electricity and scientific electricity, and do everything possible to ensure the normal operation of production.
The situation of power restriction in Jiangsu and Zhejiang is different.
Zhejiang region is the main gathering place of textile and clothing in China.
A large number of chemical fibers, fabrics, clothing and finishing enterprises are concentrated here.
Since April, electricity has been sluice off in some places.
Affected by the "electricity shortage", the power limit in Shaoxing, Zhejiang began to increase from the end of 4.
Downstream weaving factories, "do six rest one", small factories take the peak shifting mode to make electricity 20%.
Haining, Changxin and other places also limit electricity, but only slightly flexible in implementation.
Entering the May, Zhejiang textile town has entered the peak limit.
In May 17th, the order of peak to peak power consumption in Zhejiang province was adjusted from D class error avoidance peak 2 million 400 thousand kilowatts to C class error avoidance peak 3 million kilowatts.
Despite the same power shortage situation, Jiangsu is slightly better.
Although the Jiangsu electric power company also notified the four level of load gap grade response in May 20th, it required all units to stop production and avoid peak power when 9~22.
In the media coverage, Wujiang, Changxin and other places have implemented the power cut policy of "five cease two" and "four cease three" successively.
But according to the reporter, Xuzhou, Jiangyin, Zhangjiagang and other textile key areas have not begun to limit electricity.
Xuzhou Zhongtian cotton industry is running normally, and Zhangjiagang Huafang group and Jinling Textile Co., Ltd. have not started power restriction at present.
Wujiang's Sheng Hong group and Haian's joint venture group have their own thermal power plants, so the power restriction has little effect.
According to the Anhui Textile Industry Association, as of now, Anhui textile and garment enterprises have not yet stopped production due to power restriction, but with the coming of the peak electricity consumption, the pressure will further appear.
Many enterprises have said that although they have not received the notice of power restriction, they have made preparations, and will adjust the power consumption time to minimize the impact.
Electricity shortage affects some textile enterprises
The "electricity shortage" has affected textile enterprises in varying degrees.
In Datang Town, Zhuji, Zhejiang, the financial crisis in 2008 did not make local stocking enterprises panic. Now, the two day electricity per week has left the company helpless.
"Now the enterprise order is abundant, the domestic cotton price has dropped recently, the raw material cost is reduced, the overseas order has returned, but the enterprise did not dare to take the order."
Zhuji economic and Trade Bureau Yang Yungui said.
Yang Yungui roughly calculated that the direct impact of stopping two days of electricity per week to the enterprise is about 15% of the cost and the quality of the product has also declined.
This is not the most critical thing. During the power outage, workers have nothing to do, resulting in reduced revenue. The phenomenon of employee turnover has already appeared in Zhuji. This makes the shortage of Datang socks enterprises even worse.
"Now is not the peak period of electricity consumption. With the approaching of midsummer, how to limit electricity will not be known in the future."
Yang Yungui could not imagine the future.
Affected by the power supply shortage, some textile enterprises in Jiangxi are frequently restricted by power cuts.
Textile enterprises in Qingshan Lake knitted garment base in Nanchang were asked to take the power restriction measures such as "opening four stops and three".
Another national textile base - Fengxin County textile industry base has been put into production, the normal electric load of textile enterprises is about 50 thousand kilowatts, but the peak power gap is 20 thousand KW, and the gap is nearly 40%.
Jiangxi Bao Yuan color textile Co., Ltd. and other enterprises, as a result of frequent blackouts, usually a day to stop two or three times, not only easy to damage the equipment, but also affect the quality of the product.
Jiangxi Hengsheng Clothing Co., Ltd. is an export oriented garment enterprise. In order to rush orders, the enterprise can only provide generators, improve production costs, and enterprises become more cautious when receiving orders.
Electricity shortage is difficult to change in the short term
In May 10th, the Ministry of industry and information issued the urgent notice on doing well the DSM in the industrial field, and put forward 5 measures to ensure the orderly supply of electricity and the smooth operation of the industrial economy.
Local governments have also taken measures.
But from the overall situation, the situation of power shortage is difficult to change in the short term.
Deputy director general of the national Power Grid Corp, Shuai Jun Qing, analyzed the reasons for the power shortage from the single factor of the "insufficient supply of electricity coal" to the "common supply of electricity coal shortage and inadequate power generation in some areas, and the insufficient pport capacity of the p regional power grid".
The reporter learned from the recent Zhejiang electric power support operation and the 2011 electric power peak summer television conference that in the next two years, Zhejiang province will continue to have power shortage.
Judging from the situation in Jiangxi, the power shortage may continue over a longer period of time.
To cope with the tight electricity supply situation of East China power grid, according to the principle of "industrial power supply", more enterprises will be slug off in Anhui this summer, and textile and garment enterprises will be affected to varying degrees.

NDRC: 15 provinces and municipalities raise non civilian electricity prices
In May 30th, the responsible person of the NDRC said that from June 1st, non civilian electricity prices in 15 provinces and cities such as Shanxi, Qinghai and Gansu will be raised, and the average electricity price will rise by 2 cents per hour.
The electricity price adjustment does not involve household electricity consumption.
The electricity price adjustment is only aimed at some areas. The NDRC has identified electricity price adjustments in 15 provinces and municipalities such as Shanxi, Qinghai, Gansu, Jiangxi, Hainan, Shaanxi, Shandong, Hunan, Chongqing, Anhui, Anhui, Anhui, Chongqing, China, etc.
The average electricity price rises by 2 cents per time, with the largest adjustment in Shanxi, which raises 3.09 points per time. Guizhou, with the smallest adjustment, raises 1.24 points per time.
After adjusting the price of electricity, the average sales price increased by 1.67 points per time. The highest price in Shanxi was 2.4 points per time, and the smallest increase was Sichuan, with a price rise of 4 yuan per degree.
According to the NDRC, the main basis for adjusting the price of electricity in 15 provinces and cities includes two indicators: the utilization hours of power generation and the deficit faced by provinces, which mainly solve the problem of power generation losses caused by excessive coal prices.
The targets of this price adjustment are mainly industrial, commercial and agricultural electricity, not involving residents' electricity prices.
"Since the electricity price of residents is unchanged, the price adjustment has no direct impact on CPI."
NDRC officials said that the increase in electricity prices had a high effect on the cost of industrial enterprises, but had no direct impact on GDP, and had indirect effects on CPI, but it had little impact.
