    Social Responsibility Value

    In June 28th, the China Textile Industry Association held the "2011 Annual Conference on social responsibility of China's textile and garment industry".

    At the end of last year, the China Textile Industry Association organized an investigation of 78 textile enterprises. The results showed that 94.5% of the enterprises purchased raw material procurement cost increased by more than 10%, and 45.8% of them increased by over 30%.

    The same survey also found that the pressure of rising labor costs increased, and there was a large labor gap in the industry.

    Survey data show that 29.3% of the labor costs of enterprises rose by more than 20% over the same period, only 17.3% of enterprises controlled less than 10%, and 83.8% of the workforce was in short supply.

    However, from the social responsibility report released by enterprises, the way to deal with human cost is still commendable.

    In 2010, the state put forward more stringent requirements for energy conservation and emission reduction of industrial enterprises, which greatly increased the pressure of enterprises in energy conservation and emission reduction.

    Especially in the second half of the year, the power restriction measures in many provinces directly made many textile and garment enterprises difficult to produce.


    In fact, the elimination of backward production capacity, energy efficiency and emission reduction in the textile and garment industry are not only the inevitable direction of the development of the industry, but also the requirements of stakeholders, and also one of the important social responsibilities of manufacturing enterprises.


    The Limited by Share Ltd, a Zhejiang based corporate social responsibility report, has set an example in terms of energy conservation and emission reduction.

    It is understood that since the establishment of the company, the total investment in environmental protection has reached 370 million yuan.

    At present, the company has 38 thousand tons / day sewage treatment station, low concentration exhaust two level alkali spray system 12 sets, 150 meters high exhaust pipe 1, treatment capacity of waste gas treatment facilities is 1 million 200 thousand standard cubic meters / hour.

    Last year, the company produced 7 million 626 thousand tons of waste water and 7 million 626 thousand tons of actual processing capacity. After discharge, 6 million 141 thousand tons of wastewater were discharged. The annual water consumption of the company reached 9 million 950 thousand tons, of which 8 million 750 thousand tons of fresh water, 1 million 200 thousand tons of reused water and 12% of repeated water consumption.


    Du Yuzhou, President of the China Textile Industry Association, said that in 2010, the China Textile Industry Association launched a "social responsibility for you and me to do business" to enhance employees' awareness of energy saving and emission reduction, and to improve the performance of enterprises in energy saving and emission reduction.

    At present, there are 6 key areas, and 23 enterprises have responded positively to participating in the performance evaluation activities. They have combined the specific work of promoting energy conservation, protecting the environment, developing circular economy, and implementing social responsibility to accept social supervision.

    System integration


    At the Forum on the annual social responsibility meeting of the 2011 China Textile and garment industry, "the integration of social responsibility system and the development of corporate social responsibility in China", Sun Ruizhe, vice president of the China Textile Industry Association, said that the implementation and practice of pnational social responsibility is realizing the "inter generational evolution" from COC to C2B to C2C.

    The reduction of cost and the enhancement of credibility become a main theme of the evolution of the responsibility system.


    It is understood that since the early 90s of last century, the social responsibility system has experienced three stages of development.

    The first generation system is a "code of production" (COC:CodeofConduct) that multinational corporations independently implement and regulate the production behavior of suppliers.

    COC is the code of production formulated by the enterprise itself in the "B2B" mode. There is a lack of coordination between the system and the pressure of the audits of the implementation body, which is short of pparency and external supervision. The credibility is doubtful to a certain extent.

    Under such circumstances, the second generation of social responsibility system represented by SA8000, WRAP and BSCI was born, characterized by "C2B", that is, the pfer from social organizations to enterprises (mainly suppliers), which has improved the efficiency and stability of the system, and reduced the burden of carrying out the responsibilities of the implementation entities, but the maximum consistency and the highest credibility of the implementation effect have not yet been achieved.


    Since the beginning of twenty-first Century, the third generation of social responsibility system has emerged, that is, the cooperation system between the "group standards" and the "C2C" system have become the trend of development.

    According to the briefing, the China Textile Industry Association has begun to follow suit in 2007.

    Further exploration in system integration is a major trend in the progress of the times.


    It is easy to see that the three generation evolution of social responsibility system runs through such a main line: from "point to point" to "system to system"; from the audited pressure of audited to the standard of accountability for cost intensive; from the closed unilateral will to the open third party supervision.


    Sun Ruizhe pointed out that in the process of the evolution of social responsibility system, conflicts and coordination between different responsibility systems will inevitably be formed, which will ultimately be shown as the trust crisis of the social responsibility system and the responsibility cost of the implementation entities.

    The integration of the system should be the only way to localize and internationalize the social responsibility system.


    On the one hand, the emergence of international social responsibility system in developed countries and implementation in developing countries is often faced with the problem of not being acclimatized. On the other hand, with the growth of China's foreign investment, China's local social responsibility system will also face the situation of integrating into the global economy.

    Therefore, it is necessary to provide localized channels of dialogue and capacity building resources.


    At the same time, the evolution and integration of social responsibility system make the connotation of social responsibility itself also significantly expand.

    That is to say, past practice of social responsibility has focused more attention on the harmony of internal labor relations and the advocacy of "people-oriented" concept. With the highly integration and value convergence of social responsibility system, environmental protection, green supply chain management and sustainable development have received unprecedented attention.


    Attach importance to corporate social responsibility under industrial pfer


    Industrial pfer is an effective way to optimize the spatial distribution of productive forces and form a reasonable division of labor system, and is an inevitable requirement to promote industrial restructuring and accelerate the pformation of economic development mode.

    However, over the years, the problems of structural contradictions and low value-added products have also become increasingly prominent.

    Especially by the impact of the international financial crisis, the eastern coastal areas, which account for 85% of the scale of China's textile industry, are facing more and more restrictive factors, such as the gradual weakening of comparative advantage, the shortage of labor force, the rising cost and the limitation of land.

    The central and western regions have relatively low cost, abundant land resources, and strong demand for investment. These comparative advantages have not been brought into full play.

    "Therefore, it is imminent to push forward the pfer of textile industry, promote the adjustment of textile structure, optimize the industrial layout, and promote the sustainable development of the textile industry."

    From the 2010/2011 annual report on China's textile and garment industry social responsibility annual report, such a group of data shows the comparative advantages of the central and western regions visually: in the month of 2010 1~12, the investment in eastern China reached 210 billion 640 million yuan, an increase of 19.28% over the same period last year, and the investment in the central region reached 155 billion 612 million yuan, an increase of 44.52% over the same period last year. The investment in the western region reached 31 billion 417 million yuan, an increase of 44.27% over the same period last year. The growth rate of investment in the western region was 25.24 and 24.99 percentage points higher than that in the eastern region respectively (see the July 8, 2011 edition of China Fashion daily).


    In 2010, the proportion of investment in the central and western regions accounted for 39.13% and 7.90% of the total investment in the industry respectively (see the July 8, 2011 edition of A7), which is 3.84% and 0.91 percentage points higher than the same period last year.

    Compared with the 2005 Edition (see A7 July 8, 2011 Edition), the proportion of investment in the whole industry increased by 19.71 and 1.29 percentage points respectively in 2010 and in the West.
