Notice Issued By The State Council On Safety Inspection Of High Speed Railway

Net 12 issued the "General Office of the State Council to carry out the State Council high speed railway safety inspection notice."
The notice clearly stated that through the safety check of high speed railway, we should systematically investigate and thoroughly rectify the hidden dangers of high-speed railway safety, enhance the sense of safety responsibility of railway staff and cadres, promote the system construction and mechanism improvement of high-speed railway safety management, and further improve the safety of high-speed rail construction, operation and management, effectively prevent and resolutely curb the occurrence of heavy rail traffic accidents, and create favorable conditions for the high-speed railway business and economic and social development.
The notice clarified the key points of the inspection.
The first is the implementation of the responsibility system for production safety; the two is the railway.

The inspection targets include 10 railway bureaus of Beijing, Shenyang, Zhengzhou, Wuhan, Xi'an, Ji'nan, Shanghai, Nanchang, Guangzhou, Chengdu, and China Southern car group, China North Locomotive and rolling stock industry group, and China Railway Communication and signal group company.
The safety inspection of the high-speed railway is organized by the development and Reform Commission, the Ministry of science and technology, the Ministry of industry and information technology, the Ministry of human resources and social security, the Ministry of land and resources, the Ministry of housing and urban and rural construction, the Ministry of communications and pportation, the Ministry of water resources, the SASAC, the General Administration of quality supervision, inspection and quarantine, the General Administration of safety supervision, the electrical Regulatory Commission and the relevant technical experts. A total of 12 inspection teams have been organized, which are led by the comrades in charge of the above departments.
The general office of the State Council is responsible for coordination and guidance.
The notice required that all inspection teams should
take
Thorough investigation and unannounced visits, spot checks and surveys, data access and on-site inspection, etc., in-depth grass-roots stations, workshops, teams and groups, technical equipment, design and construction, safety management and other aspects of the weak links and hidden dangers to seriously investigate.
We should hold discussions with representatives of relevant railway bureaus and other units, understand the effectiveness and problems of the construction, operation and management of high-speed railways, and listen to relevant opinions and suggestions.
At the end of the inspection, the comrades in charge of the relevant railway bureaus and other units should feedback their opinions, and put forward suggestions for further improvement, improvement and improvement of railway safety work.
The major inspection will start in mid August to mid September.
