MIIT: Make Full Use Of Cotton Resources &Nbsp; Promote The Healthy Development Of The Textile Industry

In accordance with the work arrangements and requirements of the State Council, today's 8 departments jointly held teleconference to analyze the cotton production and marketing situation and arrange for the implementation of the 2011 cotton work, which is very timely and very necessary.

Next, on behalf of the Ministry of industry and information technology, I would like to make two points on making full use of cotton resources and promoting the healthy development of the textile industry.

First, the supply of cotton is an important factor for the steady and rapid development of the textile industry.

Cotton is an important part of the textile industry.

From all aspects, the new cotton year will continue to grow and the demand for cotton will remain stable.

In the 1-8 months of this year, the wholesale and retail volume of clothing and footwear knitted fabrics above the limit increased by 24% over the same period last year, an increase of 7 percentage points higher than that of the total retail sales of consumer goods.

With the development of the policy of expanding domestic demand, domestic demand will become the main force driving the growth of China's textile industry.

Judging from the export situation, although the uncertainty of international market demand is increasing, the competition pressure of textile and garment export is increasing. However, China's textile industry has extensive market network in the international market, and the advantages of industrial chain integration will continue to maintain, and the export of textile and clothing will continue to grow.

In the new cotton year, the global cotton production is increasing and the supply environment is high.

Two, ensure that cotton supply and demand situation is basically stable, and promote the healthy development of the textile industry.

According to the forecast and analysis of relevant departments, the overall supply of cotton production in this year is better than that of last year, but the gap is still bigger. Resources, labor and other factors are more and more obvious constraints on the development of the textile industry.

Making full use of cotton resources, improving the added value of products, improving labor productivity, improving R & D and brand building capabilities, and accelerating pformation and upgrading have become the core requirements for maintaining the healthy development of the textile industry.

Industrial departments at all levels and the vast majority of textile enterprises should do their best to do the following work:

(1) respond positively and guard against operational risks.

Textile enterprises should strengthen tracking analysis, accurately judge the trend of cotton and textile market, and actively respond.

Large enterprises should play the role of financial strength and stabilize the market, do not blindly chase up prices, do not bite down on prices, safeguard the interests of farmers, maintain reasonable stocks, and ensure the demand for textile cotton. Conditional enterprises make full use of domestic and foreign resources, make good use of cotton import quotas, realize rational allocation of cotton resources at home and abroad, improve the efficiency of cotton utilization, further strengthen enterprise management and reduce production costs; use cotton futures hedging function to lock in operating costs and guard against operational risks.

(two) strengthen technological pformation, improve production efficiency and product quality.

The new spinning and weaving technology and equipment, such as compact spinning, blowing carding, thin thread coupling, shuttleless loom, and so on, with high efficiency, energy saving and less labor consumption, should be actively used to raise the utilization level of natural fiber resources, improve labour productivity, and rationally determine and maintain the employment level of 10000 spindles.

Further enhance the added value of cotton textiles and develop

(three) speed up brand building, enhance product value and marketing capability.

We should seize the opportunity of the state's strategy of expanding domestic demand, strengthen the building of our own brand, upgrade the level of product design, innovate the marketing mode, promote scale, brand and network operation, and focus on cultivating a number of exemplary enterprises with strong independent innovation ability, strong market competitiveness and high brand awareness, leading the development of independent brands in the textile industry.

(four) promote backward elimination and merger and reorganization, and raise the level of production intensification.

We should accelerate the elimination of backward cotton spinning and weaving equipment, such as low automation, high energy consumption, low production efficiency and poor product quality guarantee capability, speed up the merger and reorganization of dominant enterprises, improve the matching level of industrial chains, improve industrial concentration, prevent low-level duplication of construction, and standardize the construction of new enterprises.

Nearly half of the 10000 cotton spinning enterprises have been discontinued this year, and it is hoped that industrial departments in various areas should strengthen their guidance and not blindly build small-scale cotton textile projects with general technical equipment.

(five) guide industrial pfer and achieve optimal allocation of resources.

We should guide cotton textile enterprises to pfer to areas with resources, labor advantages and certain industrial chain bases.

We should strengthen cooperation with domestic cotton production base, extend the industrial chain and improve the raw material support capability.

We should make good use of the opportunities of industries to support Xinjiang, and guide the dominant enterprises in the eastern region to pfer some of their processing and manufacturing capabilities to Xinjiang, and make full use of Xinjiang's cotton resources to build Xinjiang's cotton textile base.

Comrades, cotton is an important raw material for the textile industry. The cotton industry is closely related to the vital interests of the vast majority of cotton farmers and textile workers.

Industrial departments at all levels and the vast majority of textile enterprises should fully recognize the interdependence and significant livelihood significance of the textile industry and cotton industry. We should take technological innovation as the core and speed up the pformation of development mode as the main line, make full use of cotton resources and enhance the value of cotton by increasing the added value of cotton textile.
