Under the guidance of the Wenzhou municipal Party committee and municipal government, the Pingyang county Party committee and county government have changed their concept of pollution control and made up their minds: "with shock therapy, we will stop production first, and how much of the production will be determined by environmental carrying capacity."

At 18 o'clock in November 15, 2006, the tannery industry of the water head was completely shut down for renovation, merger and reorganization.

More than 9 months later, 165 tanneries were restructured to 39.

Here, the Pingyang county government has made over 140 million yuan of funds to compensate the enterprises.

In August 20th of this year, 39 newly established enterprises resumed production, and 6 sewage treatment plants, such as "blue sky" and "green space", were also officially operated.

Behind this, the concept and method of pollution control have undergone a qualitative change: from the original "how many production capacity to build a pollution control plant" to "how much pollution control capacity, how many production arrangements", now it becomes "how much environmental capacity, how much production capacity."

This led to a major change in the water environment. According to the latest test report of the Wenzhou Environmental Protection Bureau, the water quality of the Ajiang river has been obviously repaired recently, and some indexes have been upgraded to two kinds of water.

What is even more gratifying is that after the "shock", the regenerated tannery industry is quietly pforming to the leather processing industry.

It is understood that in the first 3 quarters of this year, the output value of tannery was less than 400 million yuan, and the share of enterprises producing leather belts and leather wallet was expanding rapidly in the domestic and foreign markets, and the output value of leather products was close to 2 billion yuan, which is expected to become a new pillar industry in Pingyang.
