The total amount of chemical oxygen demand and ammonia nitrogen emission control should be controlled. The sulfur dioxide and nitrogen oxides emission control in the power industry will continue to be strengthened. The desulphurization of coal-fired power plants will continue to be strengthened. The new coal-fired power plants should simultaneously build desulphurization and denitrification facilities. The sulfur dioxide emission control of the steel industry should be carried out simultaneously, and the sulfur dioxide and nitrogen oxides control in the cement, petrochemical, coal chemical industries and other industries should be implemented; the electricity price policy of coal-fired power plants should be strictly implemented, and the tariff policy of denitration should be formulated; the policy support for the priority of Internet for renewable energy power generation, waste heat power generation and waste incineration power generation should be implemented; differential electricity prices should be applied to the high energy consumption and high polluting industries, and preferential policies should be implemented to encourage enterprises such as sewage treatment, sludge harmless treatment facilities, desulphurization and denitrification and garbage disposal facilities in the non electric power industry. In view of the high status of NOx emissions, it is proposed that the paper, printing and dyeing and chemical industries should be implemented.

Opinions clearly pointed out that we should increase the policy support for the environmental protection industry and expand the market demand for environmental protection industry.

Implementation of environmental protection advanced and applicable technology research and application, major environmental protection technology, equipment and products industrialization demonstration project.

Enterprises that meet the next stage of standard vehicle fuel consumption will be given preferential policies on consumption tax.

Develop and improve a comprehensive list of environmental protection.

Study and adjust imports and exports for products with high pollution and high environmental risk.

The source of funding that has plagued the development of the environmental protection industry has also been the focus of attention.

Opinions clearly pointed out that we should encourage the establishment of an environmental protection industry development fund through multiple channels, broaden the financing channels for the development of environmental protection industry, put environmental protection into the budgetary levels at all levels and increase investment gradually, increase the funding for environmental protection capacity construction at the same level, support eligible enterprises issuing bonds for environmental protection projects, and increase enterprises and projects that meet the requirements of environmental protection and credit principles.
