New Textiles Labeling And Marking Regulation Issued By EU
The official gazette of the European Union published regulation No. 1007/2011, covering the names of textile fibers and
textile
Labels and markings.
The regulations stipulate labels and marking terms for all textiles in the EU market, and introduce new provisions to stipulate that if textiles contain non-woven parts originating from animals, they must be specified in the tag.
The new regulations apply to all textiles, including textile fibers only.
Raw material
Semi processed products or finished products, thus covering all kinds of garments.
In addition, the regulations also apply to textile products whose weight percentage is at least 80%. The textile parts comprise at least 80% of the total weight of furniture, umbrellas and sunshade; the textile parts of the multi-layer carpet upper, mattress cover and camping goods cover, which are at least accounted for by the weight of the upper layer or the covering 80%; the textiles, which are inseparable parts of other products, are also regulated within the regulation.
Regulations specify labels and marking instructions
Textile fiber
The relevant names listed in Appendix 1 must be used.
Only textiles that use the same fiber can be written in labels or labels with the words "100%", "pure" and "all" or the same meaning.
However, if the product is difficult to avoid foreign fiber containing less than 2% due to technical problems, or if the product has been combed, and because of technical problems, it is difficult to avoid foreign fibers containing no more than 5%, and it may be exempted from the above regulations.
In addition, the regulation also lays down regulatory provisions for wool or unprocessed wool products.
Textiles that contain a variety of fibers shall be listed on labels or labels according to weight percentage from large to small.
A single fiber that accounts for less than 5% of the total weight of textiles, or a variety of fibers that account for less than 15% of the total weight of textiles, can be classified as "other fibers".
A new regulation is closely related to Hong Kong businessmen and involves textiles containing non woven parts from animals.
If the textiles in the EU market contain non-woven parts originating from animals, they must be marked in the labels or labels as "containing non-woven parts derived from animals".
The clause stipulates that labels or labels should not be misleading, and must be easy for consumers to understand.
All textile labels or labels must be durable, easy to read, easy to see and accessible.
Labels must be attached to products.
Suppliers who supply products to EU economic operators should be aware that other business documents can be provided as supplementary materials for labels or markings, and even replace labels or markings.
Business documents must clearly describe the name and description of textile fibers.
Regulation No. 1007/2011 will be implemented in the EU in May 8, 2012, but it will be exempted from textiles which comply with directive 2008/121/EC's textile names and have been put into the EU market before May 8, 2012.
These textiles can continue to be sold in the market by September 9, 2014.
The textiles requirements specified in directive 2008/121/EC require textiles to be labeled with fiber components.
This directive will expires on May 8, 2012 with directive 73/44/EC and directive 96/73/EC.
