The Wenzhou municipal government has given a great support to the starting gun for the journey of adversity.

The municipal government office held several meetings to discuss and adopt the export footwear product inspection and supervision area construction plan.

In November 2008, the Wenzhou municipal government office issued a document to set up a working leading group, which was headed by the deputy mayor of the municipal government, and the 6 functional departments and the town governments of the main producing areas were responsible for the unified leadership of footwear regional management.

The municipal government also provides financial support and earmarks funds as a subsidy for the construction of supervision zones.

"The establishment of inspection and supervision zones is a practical action to serve local development, serve the vast number of enterprises and serve the people. It is also a concrete embodiment of innovative inspection and quarantine work mode, and an effective measure to help enterprises tide over difficulties.

It is believed that through the inspection of the construction of supervision zones and the introduction of a series of preferential policies and supporting measures, we can encourage the upgrading of footwear industrial structure and independent innovation of enterprises, and promote the sound and rapid development of the export footwear industry.

At the same time, the bureau sent special personnel to track the development of technical measures in Wenzhou's main footwear export markets, and promptly issued early warning or warning information to guide enterprises to prevent first.

We should sort out the compulsory safety ring project for importing countries and regions of footwear products, strengthen the source control of the EU's key points of notification, expand the coverage of routine inspection and supervision, and improve the frequency of detection and the detection rate of unqualified products.

A series of forceful measures led to a sharp decline in the number of notifications caused by the reasons. The foreign reporting projects dropped from 4 in 2009 to 2, down 65% in 2010, zero in 7~12 months, and zero in 2011 1~4, and the large scale of fumaric acid two methyl ester was effectively curbed.

At the end of 2008, the Wenzhou Shoe Leather Industry Association learned that the details of the two methyl fumarate were informed by the European Union, and immediately communicated with the Wenzhou chamber of Commerce in Spain. It suggested that the notified party should resume the notification of the export of footwear containing fumaric acid two methyl ester before the 2009/251/EC directive of the European Commission was abolished.

At the same time, we call on overseas businessmen and overseas Chinese traders to attach importance to product quality, standardize operation, and maintain and enhance the quality and reputation of Wenzhou's manufactured products.

The efforts of the municipal government, the functional department and the industry association heat up the heart of the Wenzhou shoemaking people.

With the deepening of regionalization management, the role of the main body of enterprises is increasingly playing out.

Several leading export shoe enterprises in Wenzhou have speeded up the pace of pformation and upgrading, joined the team of energy conservation and consumption reduction, and paid attention to the simultaneous development and energy conservation, developing and saving simultaneously.

Regionalized management has been fruitful for more than two years.

The number of enterprises with an export value of more than 10 million US dollars increased from 51 in 2009 to 86 in 2010, and the proportion of scale enterprises increased further.

The export countries and regions are showing a diversified trend. The EU market is still the main market, and the US market share is increasing. The demand for emerging markets such as the Middle East is expanding.

The international financial crisis has gradually weakened, the global economy has gradually recovered, and the export of shoes has been thriving.

In the face of the new golden period of development, the construction of the regulatory demonstration zone is imperative.

However, due to the relatively large scope of inspection and supervision and the large number of enterprises, the demonstration area has not been built yet.

By the end of 2010, after more than two years of experience accumulation and investigation, the establishment of demonstration zone for export footwear products inspection and supervision in Lucheng was finally put on the agenda, and the target was approved by the Zhejiang inspection and Quarantine Bureau at the end of 2011.

The Wenzhou inspection and Quarantine Bureau has once again innovating the train of thought to find a way to build a demonstration area in the regulatory area.

The construction experience of the inspection area has paved the way for the establishment of a solid roadbed for the demonstration area.

At the beginning of this year, the launching ceremony, mobilization meeting and functional liaison conference of export footwear products inspection and supervision zone in Lucheng were held in succession.

At present, 36 enterprises have been listed in a list of enterprises in 2011, including 16 enterprises in the shoe capital area, and 12 shoe capital enterprises have been listed as the candidate list of demonstration enterprises.
