In October 2011, the Guangdong Huizhou inspection and Quarantine Bureau set up a working group under the Huidong office under its jurisdiction. Its office was located at the junction of the two town of Jilong and Huang Bu, that is, the factory gate of thousands of small shoe factories.

In view of the problems and the actual situation found in the investigation, the Huizhou Party group decided to set up the yellow port inspection and quarantine institution, and issued the "customs clearance list" through the port of the province; invested 6 million yuan at the factory gate of shoe making enterprises, built a high standard footwear specialized laboratory, guided enterprises to establish and improve the quality management system, signed a memorandum of cooperation with the customs, optimized the customs environment of Huizhou port, implemented "one to one" assistance, provided service for the small and medium-sized enterprises, implemented the sunshine project, made the whole process of government affairs public, reduced the inspection and quarantine fees, and reduced the cost of enterprises to the maximum.

As long as the direction is right, there is no white power and no sweat from white streams.

Now, the working group can carry out a one-stop service such as receiving inspection, inspection, testing, inspection, etc. the laboratory can cover all items of footwear inspection, and the test results will be reported at least half a day to a day, and the whole batch of goods can be cleared on the same day.

In addition, the Huizhou Bureau has actively implemented relevant supporting measures of its superiors. It has decided that, from 2012 onwards, small and medium sized footwear enterprises will be exempt from general certificate of origin fees and general certificate of origin fees for three consecutive years. The quality inspection fee for outbound goods will be waived and 30% charges will be waived, and 30% of the export quality inspection fee will be waived for the completion type test.
