Excessive discharge of some enterprises' sewage is an important reason for exceeding the standard of the river entry section and the inflow water quality of the sewage treatment plant can not meet the design requirements.
In order to improve the water quality of the key river basins of the provincial capital as soon as possible and achieve the goal of great changes in urban construction in the past 3 years, the provincial capital has promulgated the implementation plan for the discharge of key water polluting enterprises in Shijiazhuang.
Objective: the plan puts forward that by the end of 2008, the discharge rate of key water polluting enterprises will reach 95%, which will meet the requirements of influent quality of sewage treatment plants or water quality into the river. By the end of 2010, the discharge rate of all water polluting enterprises reached 98%, and the quality of influent water quality of sewage treatment plants has reached the standard.
Measures: two times a month to monitor the key water pollution units of Shijiazhuang's environmental protection department which will account for more than 80% of the city's pollution load.
Measures such as time limit rectification, production restriction and drainage should be adopted to ensure that the pollution discharge reaches the standard.
For those enterprises that have been allowed to idle pollution control facilities and steal pollutants, they shall be ordered to suspend production and rectification, and impose high and high limit penalties. They will fully recover the sewage charges in accordance with the law, and investigate the administrative responsibilities of the relevant units and individuals.
The environmental protection departments at all levels of the provincial capital cities regard the urban sewage treatment plants as the key environmental supervision objects. They conduct at least two on-site monitoring every month, and conduct supervised monitoring to promote the quality of sewage treatment plants to meet the standards.
The provincial capital of the enterprises that install the online monitoring eye will dynamically adjust the key pollution sources and pollution sources files within the jurisdiction area according to the sewage discharge situation of the enterprises, and establish a dynamic database.
By the end of 2008, all key sewage disposal units must apply for pollutant discharge permits.
Enterprises are prohibited from unauthorized or excessive emissions.
For non key water pollution units, especially for the 10 key polluting industries such as paper making, medicine, textile, printing and dyeing, chemical industry, iron and steel, food, brewing, leather, electroplating, etc., sewage should not be stable or meet the potential environmental pollution risks, and should be managed according to the requirements of key pollution sources.
Before the end of June 2008, the national, provincial and municipal key water pollution control units and sewage treatment plants (including import and export) must be installed on-line monitoring devices and networked with environmental protection departments.
In order to increase the intensity of water pollution control, the provincial government adopts a multi sectoral linkage to supervise enterprises. The industrial and commercial departments do not apply for annual inspection business licenses or suspend business licenses according to the regulations.
According to the local government regulations, the power supply department shall take power outage and power restriction measures for illegal polluters.
In the areas where the state and provincial governments have a negative impact on the cases, a one vote veto system is adopted, and the honorary titles of environmental protection or environmental treatment awarded are revoked. Leading cadres shall not participate in the annual awards and conferring honorary titles.
