    The degree of marketization of the textile industry is very high. The operation of the textile industry in the first half of 2012 is closely related to the international and domestic macroeconomic situation.

    At present, according to the data of the national macro-economic department, a conclusion is drawn from the analysis and judgement of the economic situation: China's economy is still in a stage of speed and efficiency.

    Over the past 30 years, we have been developing at a high speed. GDP growth is at 12%, or even 13%, at a high speed. GDP growth is at a low speed between 7%~8%, and GDP growth has dropped to 6.9% during the economic crisis.

    If GDP growth falls to 6.9% of the economic crisis, the deficit of enterprises will increase substantially.

    In the first half of this year, GDP growth dropped to 7.6%, that is to say, our economic growth has dropped to a low level.


    The growth rate of GDP has declined, and the efficiency of enterprises has declined.

    If we want to get rid of this development mode of speed and efficiency, enterprises will have to pform and upgrade.

    From the second half of 2011 to the operation of the textile industry in the first half of 2012, the whole national economy is at a critical moment of pformation. We have only two ways to go.

    First, we should keep the pace of development at an appropriate rate, because we have not yet completely rid ourselves of the development model of speed and efficiency. Therefore, a series of stimulus policies will be launched before the end of the year.

    Second, speed up pformation.

    Under the overall economic growth mode, the prediction and judgement of national economic development is not the same in all industries.

    Judging from the manufacturing industry, light industry, electromechanical industry and chemical industry, it feels good. The general judgement is that there will be no big improvement this year. It will hit bottom in June, and there will be a slight recovery in the second half of this year.

    And other industries, such as steel industry, building materials industry, coal industry, including the textile industry, and so on, if the cotton policy does not change, it may be possible that the new cotton will decline in August from the end of September to October.


    The micro prediction of the textile industry is because we are faced with three major problems.

    The country's macro policy has made the textile industry more difficult than other industries. As long as the whole textile industry is tied up with cotton, the benefits will surely decline sharply.

    As far as I know, our best two cotton mills make up all kinds of new chemical fibers to make profits from a product outside their main business.

    If the cotton policy has not changed significantly in the past two months, we will have a direct impact on the two industries of cotton spinning and chemical fiber.

    Third, we should go back to reflect on the development path of the entire textile industry. We must do more in restructuring and upgrading.

    In 2002, the Federation began to carry out the pilot work of the textile industry cluster, which played an important role in promoting the sustainable development of the cluster economy and guiding the promotion of the industry.

    At present, there are 186 textile industrial clusters involved, 33 of which are knitted industrial clusters.

    Clustering is an important feature of the development of China's knitting industry.

    At present, the knitting industry has developed large-scale and serialized development of knitted garments, knitted fabrics, socks, gloves, warp knitted products and so on. The cluster clusters with distinctive product characteristics have already become well-known and famous production and marketing bases at home and abroad.


    As an important category of China's textile industry, the knitting industry has made rapid progress and great progress during the "11th Five-Year" period.

    In 2011, the knitting industry overcome various difficulties and maintained steady and rapid development.

    According to the statistics of the National Bureau of statistics, the actual output value of the enterprises above Designated Size in 2011 was 598 billion 200 million yuan, an increase of 20.81% over the same period last year, and realized a profit of 28 billion 815 million yuan, an increase of 17.17% over the same period last year.

    The total economic volume of the knitting industrial clusters (including related) exceeding 400 billion yuan in the pilot industry cluster of China Textile Industry Federation is an important support for China's knitting industry system.


    In order to strengthen exchanges, experience sharing and investment promotion among the knitting industrial clusters, we support the cultivation of a number of key demonstration industrial clusters in accordance with the principles of reasonable layout, distinctive features, land conservation and environmental protection, and further guide the coordinated development and innovation of the knitting industrial clusters.

    The theme of this conference is based on the industry, giving full play to its advantages, scientific planning and opening up the future. The participants will discuss the specific measures to realize the industrial upgrading of the knitting industrial cluster and discuss the new mode of scientific development of the knitting industrial cluster.

    The textile industry "12th Five-Year" development plan put forward that to promote the upgrading of textile industrial clusters, we should build a new industrial industrialization demonstration base which embodies the advantages of small and medium enterprises' specialized, refined, special and new specialization within the cluster, with the leading backbone enterprises and well-known independent brands as the link.

    China's knitting industry has proposed to encourage the implementation of the two set (scale group and scale cluster) linkage project in the knitting industry cluster, further enhancing the intensive innovation ability and synergy effect of the cluster, and promoting the optimization and upgrading of the industrial structure of the cluster.

    To this end, the following requirements are put forward:


    First of all, we should strengthen policy guidance.

    With the full publicity and implementation of the national industrial policy as the precondition, we must solve the constraints of land, capital, pportation, electricity and environment, and promote the effective allocation of resources and elements in the cluster.

    Secondly, we should strengthen the construction of public service platform.

    We should establish a public service system to perfect R & D design, standard testing, personnel training, e-commerce and so on, giving full play to the advantages of clusters, constantly improving the quality and grade of products, and enhancing the competitiveness of special products.

    Expand the market and expand marketing through exhibitions and other means.

    Third, strengthen brand building.

    Efforts should be made to create regional brands to enhance the visibility and reputation of clusters at home and abroad.

    We should not only enhance the visibility of the whole regional brand, but also enhance the visibility of the dominant enterprises in the group, and give full play to the demonstration and driving role of the mainstream enterprises, so as to achieve the overall upgrading of the clusters.

    Fourth, strengthen industry self-discipline.

    Through the establishment and improvement of associations, we should give full play to the service functions of industry associations and become a bridge between government and enterprises.

    We should improve the construction of social responsibility, do well the basic work of statistics and information, promote cooperation and exchange among different regions, and promote the healthy development of industrial cluster economy.


    The "12th Five-Year" period is an important period for China to build a strong textile country. It is also a critical period for the knitting industry to accelerate its pformation from high speed to highly efficient development mode and to upgrade the knitting industry cluster in an all-round way.

    I believe that under the guidance of Scientific Outlook on Development, under the guidance of the "12th Five-Year" development plan of textile industry and the outline of the textile power program, through joint efforts, the industrial cluster of knitting industry will develop efficiently and make a new contribution to the development of local economy and the building of a textile power.

    Industrial cluster is an economic phenomenon. It has nothing to do with the scale of the region. At present, 14 pilot units in the pilot textile industry cluster break through 10 billion yuan in 2011, and the largest knitting industry cluster now comes from Jimo, Qingdao, Shandong. In 2011, the output value reached 48 billion 500 million yuan, and the output value is expected to exceed 50 billion yuan this year. At the end of 12th Five-Year, output value is expected to exceed 100 billion yuan.


    In the development of the whole cluster, we also encounter a puzzle.

    From the perspective of the whole country, the industrial cluster is a very concentrated product distributing center, but from a regional perspective, the industry is dispersive.

    That is to say, the industry cluster is concentrated from the big layout, and it is scattered from the small layout.

    The current industrial clusters can be divided into two categories. One is the industrial clusters in the coastal developed areas. The characteristics of these industrial clusters are relatively large output value and relatively high degree of regional concentration, and the most important problem is industrial upgrading.

    The other is that there is no 10 billion yuan output value or smaller industrial clusters. The main problem they face is how to expand, that is, to undertake more industrial pfer and to consider more cooperation.


    In the special year of this year, I put forward a slogan: "take the product as the core, do a good job in upgrading the industry."

    Many experts have talked about the serious decline of foreign trade this year. In February this year, our association went to Kampuchea, Bangladesh and Burma to investigate the local investment and production environment, including our industrial pfer. In July, we went to Germany and the United States to inspect the textile market in Europe and the United States. We see that Southeast Asia is basically doing a processing trade in a prosperous way. The EU is indeed much more depressed than before, but it feels that the consumption of textiles is still very rigid. The American market is still very prosperous, but when we enter the store, the situation is quite different.

    In the H&M shop in Germany, we can not find a Made in China clothes. Although our export volume is declining, the global economic crisis is not enough to generate such a great fluctuation in people's consumption. In this context, our products are in trouble.

    For example, we used Motorola, NOKIA and Samsung mobile phones before, but since the advent of Iphone and Ipad, all brands have been defeated.

    Why? Because products are the primary core of competition.

    As a manufacturing industry, when the external market environment can not be expected, only the products that can be expected can be expected.

    If your product is not attractive to the market, then only one result is to withdraw from the market.


    The first element of product is efficiency and quality, followed by brand.

    The most obvious example in the knitting industry is imports from foreign trade. From the first half of this year, the data show that they are growing at the speed of two figures, with a minimum growth of 30%. Besides socks, all T-shirts, pullovers and other knitted products have 50% import.

    This shows that China has a market, but the market is occupied by others.

    In turn, we need to have a clear understanding that the market is growing and our share is declining. The reason is product.

    What is the brand and how to do it? The industrial cluster is our regional brand, and the regional brand is the government brand, not the industry.

    For example, everyone mentioned the perfume produced in France. The overall impression is good. This is the national brand and reputation, and the formation of regional brand is made by the government.


    Analysis of intensified competition in foreign trade market

    Textile and clothing is China's dominant industry, and also a traditional pillar and important livelihood industry. Output accounts for 1/2 of the world, exports account for 1/3, textile output accounts for 6% of the national industrial output, exports account for 13% of the total manufactured goods exports, and the direct employment population is 20 million, which has made important contributions to economic and social development.

    The foreign trade department of the Ministry of Commerce has always attached great importance to the development of China's textile and garment industry.

    In recent years, with the help of all parties, especially with the help of the China Textile Industry Federation, we have promptly cancelled the quota management, properly dealt with trade frictions, actively expanded external exchanges, implemented stable export policies, and actively fostering export advantages, creating a positive and powerful environment for the development of the industry.

    Combined with the theme of this conference, I will talk about two aspects. One is the current foreign trade situation, the other is the main work of the foreign trade division of the Ministry of Commerce.


    From this year's perspective, the situation at home and abroad is extremely complex and severe. Many entrepreneurs tell me that this year's difficulties are even more serious than the economic crisis.

    Through analysis, from the world perspective, the global supply and demand balance is deteriorating further, and there are some problems in the market demand.

    In the past, in Europe and America and Japan, the phenomenon of high consumption, advanced consumption and debt consumption is very common, and now it is decreasing.

    In July this year, IMF lowered the US economic growth by 2%, the euro area's economic growth was -0.3%, and the new economy's economic growth was -0.1%. From the CMI index of manufacturing industry, the United States, Japan and India were the lowest in the past 3 years, and the current situation is indeed not optimistic.

    Second, the situation of global overcapacity is serious. Under the premise of ensuring growth, countries are investing heavily in output, resulting in imbalance between supply and demand in many industries.

    Third, competition in the international market is intensifying, and our industry is also facing competition between developed and developing countries.

    Due to the above factors, our foreign trade this year has made some achievements and highlights, but on the whole, it is also a grim situation.

    1~7 foreign trade exports of US $1 trillion and 130 billion, an increase of 7.8% over the same period last year, of which 137 billion 400 million US dollars in textile and clothing exports, down 0.2% from the same period last year. In July, exports fell less than US $23 billion 900 million, down 8.1% from the same period last year, and textile decreased by 8% and clothing decreased by 8.1%.

    The decline has produced some new characteristics: first, the volume index of trade is decreasing; two, the decline of general trade is obvious; three, the export of cotton products has dropped considerably; four, the major textile export provinces and cities have seen a marked decline.


    Since the beginning of this year, the foreign trade division of the Ministry of Commerce has done two major tasks under the guidance of the Party Central Committee and the State Council. On the one hand, it has helped enterprises to reduce export costs and improve the trading environment by implementing the foreign trade policy established by the State Council.

    On the other hand, facing the future, we will accelerate the pformation and upgrading of the industry.

    At present, although we are facing some difficulties, our industrial foundation is strong, the industrial chain is complete, the export share and output share have a big gap with the second digit ratio, so this provides a solid foundation for the pformation and upgrading of our industry, at the same time, it also provides room for maneuver. Our entrepreneurs should make good use of this opportunity to upgrade.

    Small and medium-sized enterprises (SMEs) are the basic economic units with large and extensive modern economic life. They are the most dynamic enterprise groups, and also the important foundation of our real economy. They play an irreplaceable role in increasing employment and social harmony and stability.


    Small and medium-sized enterprises have created 60% of China's GDP, contributed more than 50% of tax revenue, and provided more than 80% of urban employment posts. In recent years, 65% of China's invention patents and 75% of new product development have been completed by small and medium-sized enterprises.

    To promote the development of small and medium-sized enterprises is an important foundation for maintaining the steady and rapid development of our national economy. It is a major strategic task related to people's livelihood and social stability. It has overall and long-term significance.

    Compared with large enterprises, small and medium-sized enterprises are in a weak and unfavorable position in various aspects such as external environment and internal quality. Information, technology, talent, capital and market are internationally recognized five major problems that restrict the development of small and medium-sized enterprises. Especially small and micro enterprises are small in scale and weak in capability, mostly in the terminal of industrial chain, and are very vulnerable to the economic and market environment. Supporting and promoting the development of small and medium-sized enterprises has become an important duty of governments at all levels. The CPC Central Committee and the State Council have always attached great importance to the development of small and medium-sized enterprises, and have formulated a series of laws, regulations and policies and measures to promote the development of SMEs.

    In 2003, the state promulgated the law on the promotion of small and medium enterprises. In 2005, the State Council issued documents to encourage, support and guide the development of the non-public sector of the economy.
