The industry has caused many adverse effects. The adjustment of the textile industry and the road of industrial upgrading are extremely difficult. For this reason, NPC deputy Zhao Linzhong suggested that the departments concerned could introduce some measures to help the textile industry through the "cold winter".

Recently, the Ministry of industry and commerce, after consulting with the NDRC, the Ministry of finance, the Ministry of science and technology and the CBRC, responded to the proposal, saying that it would pay close attention to the development trend of the industry, strengthen investigation and research, and actively put forward policy recommendations to maintain the steady development of the textile industry.

Strengthening policy support and strengthening technical support

China's textile industry plays an important role in prospering the market, expanding exports, absorbing employment and increasing the income of farmers. However, in the face of complex internal and external environment and rising costs, high taxes and difficulties in financing, and so on, textile enterprises, especially small and medium-sized textile enterprises, are struggling to survive.

In this regard, Zhao Linzhong, on behalf of textile enterprises, hopes that the state will further increase its tax policy support to the textile industry, strengthen the technological support for the pformation and upgrading of the textile industry, accelerate the implementation of the textile industry adjustment and revitalization plan and other related policies, and further deepen the reform of the cotton circulation system.

Answer: through strengthening coordination with relevant ministries and commissions, and promoting the docking, communication and cooperation between enterprises and universities, scientific research institutes and their high-level scientific and technological personnel, we will do well in the guidance of the combination of production, teaching and research; research and support the construction of innovative platforms; organize and implement the R & D and industrialization of low-carbon technologies in light industry, machinery and other industries; combine with the technical foundation and demand of textile industry development, give positive support to significant major innovative research projects in the textile industry; and support the development of the textile industry through supporting R & D work with independent intellectual property rights technology, support the textile industry to carry out technological pformation, and strengthen communication links to increase personnel training and import work.

Optimizing the development environment of small and medium sized enterprises and improving their management level

Zhao Lin, a moderate representative, put forward in the proposal to increase support for textile industry structure adjustment and industrial upgrading. In October 2011, a series of policies and measures promulgated by the State Council to broaden the financing channels for small and micro enterprises were not obvious in the textile industry, and they hoped to attract high attention.

Answer: in recent years, the state has allocated special funds of 900 million yuan to support a number of public service platform construction projects such as technical services, quality inspection, industrial design, information consultation, business base, logistics and distribution, and 10 provincial and municipal service platform network construction projects.

Next, the Ministry of industry and Commerce will continue with the relevant ministries and commissions to start with the key points of reducing the burden of enterprises, public services and financing, and fully implement the "12th Five-Year" industrial pformation and upgrading plan and SME growth plan.

We should effectively help enterprises improve their management level, promote the development of small and medium-sized enterprises, and strive to solve the outstanding difficulties and problems faced by the development of small and micro enterprises, comprehensively enhance the quality and management level of SMEs, and further focus on and optimize the development environment of small and medium-sized enterprises.

Specifically, it will further increase financial and tax support for small and micro enterprises, promote technological pformation, innovative development and structural adjustment of small and medium-sized enterprises, support the establishment and improvement of 4000 public service platforms for SME services, foster and support 500 national SME public service demonstration platforms, provide support for innovation development and pformation and upgrading of SMEs, strive to alleviate the financing difficulties of small and micro enterprises, implement various financial policies supporting the development of SMEs, broaden financing channels, strengthen credit guarantee services and financing services for small and micro enterprises, improve multi-level credit guarantee system for SMEs, and enhance the guarantee ability of guarantee institutions for SMEs' financing guarantee.

In April 19th of this year, the State Council issued the "comments on further support for the healthy development of small and micro enterprises", which is the first policy opinion issued by the State Council for the development of small and micro enterprises.

On the reform of cotton management system

Zhao Linzhong suggested that the current cotton management system hinder textile enterprises from participating in fair market competition.

Answer: in order to protect the interests of cotton farmers and stabilize the production of cotton, it is necessary to control the total amount of cotton imports so as to prevent the excessive influx of imported cotton into the domestic market, and it is not appropriate to cancel the import tariff quota management of cotton at present.

In addition, with regard to the question of the extension of tariff quotas, the reply said that in order to protect the domestic cotton textile needs, the annual cotton import plan is fully arranged according to the cotton production and demand gap in the year.

According to the relevant regulations, the tariff quota can be postponed to the next year in February. Because the customs quota system cannot be processed in the customs import and export system, it can not be postponed for the time being.

However, the Ministry of industry and Commerce said that it will further strengthen and improve the management of cotton import quotas in the future, and make scientific plans for import and timely issuance to meet the needs of domestic textile cotton.

The eastern region is the key to industrial pformation and pfer.

Zhao Linzhong suggested that we should continue to give full play to the advantages of the talent market in the eastern region and form a new competitive advantage in the new global industrial structure.

Reply: in the past two years, the pformation and upgrading of the textile industry in the eastern region is accelerating. The investment in chemical fiber, textile machinery and industrial textiles in Jiangsu, Zhejiang and Fujian has maintained a relatively high growth rate, and the upgrading of industrial clusters and professional markets is accelerating.

The processing capacity of cotton spinning has begun to shift to the central and western regions. Beijing, Shanghai, Guangzhou, Hangzhou and other central cities have accelerated textile pformation, vigorously fostering the construction of textile and garment creative parks, and developing the independent brands of textile and clothing.

The textile industry in the eastern region has also given priority support to the development of independent brands, textile pformation and public service platform construction. The next step will continue to support projects that meet the requirements of the "12th Five-Year" development plan of the textile industry and the requirements for pformation and upgrading.

Transfer does not mean abandoning the pformation and upgrading of the printing and dyeing industry.

Answer: at present, some coastal areas regard the textile industry as a sunset industry, and give priority to textile, especially printing and dyeing.

In 2012, the Ministry of industry and Commerce reported to the State Council's "report on consolidating and upgrading the competitiveness of the textile industry", specifically supporting the upgrading of the printing and dyeing industry.

Since 2012, the Ministry of industry and Commerce has mainly done three aspects around the pformation and upgrading of the printing and dyeing industry.

First, improve the printing and dyeing industry development environment.

In 2010, the Ministry of industry and Commerce issued the "printing and dyeing industry access conditions (Revised Edition)". In 2012, it will implement the entry conditions in the whole industry, announce a list of enterprises that meet the requirements of entry, promote the improvement of enterprise's technology and management level, improve the social image of the printing and dyeing industry, strengthen communication with Jin Rong and finance and taxation departments, so that the printing and dyeing industry will not be classified into the "two high one banks" to focus on monitoring the industry, and at the same time, support the improvement of printing and dyeing equipment by lowering the import tariff rate.

Two is to clear the printing and dyeing industry key pformation and upgrading direction.
