After the strategy, blueprint and target are determined, it must be carried out well. If we do not stick to it and execute it, the blueprint will become waste paper. The goal is empty talk. The shoe industry in Chengdu can't stand wind and rain. It relies on the spirit of perseverance. It relies on technological innovation, business mode, and continuous innovation in market development, and always leads the development of the industry.

    Reporter: through the construction of a complete industrial chain, Chengdu women's shoes will usher in the peak of industrial development in 2006. You were also elected ten financial figures in this year.


    Peng Jun: in the past ten years, the footwear industry in Wuhou District, Chengdu has firmly grasped the historical opportunity of the great development of the western region, integrated the operation of the brand of the Chinese women's shoes capital, and actively accepted the industrial transfer, becoming the fastest growing area in China's footwear industry. To win the honor of the financial man in 2006 is actually an affirmation of our industry; for me, this is an accident and a lucky thing.


    Reporter: the past few years have been a "troubled time" for the development of footwear industry. Can you talk about your mind?


    Peng Jun: first, the financial crisis happened in 2008, followed by the sudden closure of the Russian market in 2009. This is the main channel for the export of women's shoes in Chengdu, and nearly 7 of them are exported to Russia. After the closure of the market, the export of Chengdu women's shoes to Russia was stagnant. At that time, I ran around and flew all over Russia, Guangdong and Chengdu in order to find out the way.


    By the end of 2009, our first cross regional industrial operation platform in Guangzhou, "Chengdu women shoes (Guangzhou) factory export order center, Chengdu shoe city" was established. Why do we make this platform? Shoes enterprises do foreign trade. If there is no mature procurement channel and perfect foreign trade service platform, the cost of growth will be very high. If Chengdu's production advantages, coastal window advantages and overseas markets are integrated, it is not a good thing for an enterprise to do foreigners business at home. But due to various complex factors, Guangzhou project has "aborted". Now we plan to build Sichuan's export shoe city in 3-5 years, and we hope to create a commercial "aircraft carrier". The fundamental difference between an aircraft carrier and a cargo ship is that the aircraft carrier, as a combat platform, has the capability of radiating, serving and dealing with the market in all aspects.


    Reporter: what are your driving forces?


    Peng Jun: the operation service provider is equivalent to a construction team. After the strategy, blueprint and target are determined, it must be carried out well. We should stick to our responsibility and not throw it away when we are in trouble.


       The next 40 billion years should be 10 year plan.


    Reporter: Chengdu shoe industry has nearly 40 billion yuan output value urgent need to transfer, why should we turn? How can the provinces and municipalities in the states take the plate?


    Peng Jun: the transfer of labor intensive industries from high cost areas to low cost areas is a rule. If the footwear industry of Chengdu wants to continue to occupy a place in the market, it must transform to improve its added value and competitiveness. Transfer can also effectively reduce manufacturing costs and transform the manufacturing industry from Chengdu to R & D. Many cities in Sichuan have accumulated abundant industrial chain elements, and the labor cost difference between Chengdu and the three or four tier market is as high as 40%. Therefore, there is great room for transformation in the province.


    But it is worth noting that the 10 year plan for the undertaking must be done well. Shoe industry is a typical "two high, two low" industry: high employment rate and high labor cost; two low: low added value and low tax contribution. Therefore, we must not blindly do it. We must be clear about whether we have prepared for this industry for ten years. In addition, we should also consider the capacity of the city in which it is located. A labor-intensive industry with a production value of 5 billion yuan can absorb 30 thousand -4 million industrial workers. The volume of footwear industry that needs to be transferred is 40 billion, and it is unlikely to disperse the layout. Population growth suddenly increased by 300 thousand -40 million.


    The transfer of every industry is a "Nirvana", either reborn or destroyed. There must be a scientific and benign plan and system to guide the transfer. Otherwise, no industry can grow, develop, mature or even disappear or disappear in the process of transfer.

    Peng Jun: in the past ten years, we have gone through an arduous pioneering road. The shoe owners went up to Beijing, down to Guangzhou, and to go to Russia. The disadvantages of language barrier, lack of understanding of foreign buyers and weak ability to resist foreign market risks make Chengdu shoe enterprises pay expensive tuition fees. The global financial crisis and the European debt crisis are also exacerbating. Some shoe companies even go out overnight. But now you see, Chengdu women's shoes have spread throughout Russia and Central Asia, and some brands have entered the European and American markets. One out of every one hundred pairs of women's shoes in the world comes from Chengdu. The shoe industry in Chengdu can't stand wind and rain. It relies on the spirit of perseverance. It relies on technological innovation, business mode and continuous innovation in market development. This is the positive energy that Chengdu shoe industry brings to enterprises.


    Our industry is looking for the power of example, hoping to bring positive energy into play, form cohesion and promote industrial transformation and upgrading. I believe that the activities of Finance and economics heroes can transmit such positive energy to the society.


    Reporter: what kind of example power do you think Sichuan needs for economic and social development?
